SUBJECT: MARKET STRE /GREEN ZONE
STATUS REPORTIRESOLUTION 90-55
BACKGROUND
The City Council in its meeting of April 17, 1990 approved the implementation of
a 20 -minute parking zone on .Market Street as requested by a utility company.
Council also directed staff to monitor parking conditions at the site for a
ninety -day period to evaluate the impact of the limited parking zone.
The following response is provided with respect to Council's request. Staff
observed parking conditions on several occasions at various times during an
average workday. Parking usage appeared to be greatly improved, and vehicle
turnover was apparent. Representatives of the utility company indicated that
they were very pleased with the existing parking conditions. They also
indicated that parking violations are very minimal. Furthermore, during the
ninety -day review period, no complaints were received regarding the limited time
parking restrictions from either drivers or adjacent businesses.
RECOMMENDATION
Receive and file this report.

RESOLUTION NO. 90-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA -CLARITA,
CALIFORNIA, RESTRICTING THE PARKING OF VEHICLES ON A PORTION OF
MARKET STREET IN THE CITY OF SANTA CLARITA
WHEREAS, parking time limit restrictions have been requested on
Market Street between San Fernando Road and Walnut Street to improve parking
turnover.
WHEREAS, California Vehicle Code Section 21458 permits local
authorities to enact local parking regulations and indicate them by use of
paint upon curbs.
THEREFORE, the City Council of the City of Santa Clarita does
resolve as follows:
SECTION 1. That vehicles shall be permitted to park for a maximum
time limit of 20 minutes between the hours of 9:00 a.m. and 6:00 p.m. at the
following location:
(1) Market Street, on the south side, from Walnut Street to 80
feet east of Walnut Street.
SECTION 2. That the parking time limit restrictions provided herein
shall apply when appropriate curb markings giving adequate.notice thereof have
been placed as described in Section 1.
SECTION 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.

TIME LIMIT REST ICTIONS
RESOLUTION NO. 0-55

BACKGROUND I
A utility company located on the south side of Market Street between San
Fernando Road and Walnut Street requested that the traffic engineering staff
evaluate the parking supply and demand to improve on -street parking availability
for customers. Market Street currently has unrestricted parking in this block
with angle parking on the north side and parallel parking on the south side. An
analysis of the parking demand in the area showed that all -day parking occupied
a majority of the parking supply and limited the availability of short-term
customer parking. The parking usage would be improved by restricting a small
portion of the parking to a maximum time limit of 20 minutes. A plan of the
proposed parking restrictions is attached.
°l RECOMMENDATION
Adopt Resolution Number 90-55, authorizing the installation of time limit
restrictions on the south side of Market Street between Walnut Street and San
Fernando Road. Direct staff to install appropriate curb markings to effect this
restriction.
