Staff has identified 13 locations where residents can presently recycle. Ten of
these locations are supermarkets which take only bottles, aluminum and PET
bottles marked with the California redemption label. The remaining three are
Cal Coast and Big Mikes, which take most recyclable materials, and the Signal,
which takes solely old newspaper. Attached is a map indicating the locations.
Staff has identified three convenient recycling methods for our community and is
actively pursuing all three. These are: a curbside program, a drop-off program
and a buy-back program. An immediate recycling need identified through resident
complaints and speaking with interested community group members is newspaper
recycling locations. Currently, newspaper has minimal monetary value to create
an interest to recycling companies. Consequently, recycling companies have not
pursued in this area. Residents, therefore, who simply desire only to keep
newspaper out of the waste stream have not found convenient locations.
To address this immediate need, staff proposes placing three cubic yard
commercial refuse bins dedicated to newspaper only in a minimum of six locations
throughout the City. Three of these locations involve other organizations. and
will involve written permission to use their properties. The remaining three
are proposed for three City parks: Santa. Clarita, Valencia Glen and Canyon
Country. Public Works staff would eventually like to see newspaper recycling
bins at all City parks, but the three above will allow staff to resolve any
unforeseen problems prior to establishing other locations. See Attachment II,
III and IV for location maps.
Staff is working with the City's residential refuse haulers to provide the bins
and service to them. At this time discussions have centered around the City
purchasing the bins . and the haulers servicing them at no or low cost to the
City. The bins are estimated to cost $300 each. Bin location may also require
the construction of cement pads of approximately $200 per pad. Staff is
investigating the possibility of a grant to help fund this service. A budget
transfer is necessary at this time to proceed with the program. The Parks and
Recreation Commission has expressed concern for the potential problems that may
occur at the drop bins. Public Works will present to the Commission at their
next meeting, a report on this program and also address their concerns. Staff
feels that the program is essential and would monitor the areas closely to
assure clean and neat collection sites and increase the pickup frequency if
necessary. PROVED

2. Direct staff to transfer $3,000 from unallocated Reserve, Account Number
01-4101-290, to Public Works Special Departmental Supplies, Account Number
10-6000-215, to pay for six newspaper recycling bins and pads.
