IT AGREEMENT WITH THE COMMITTEE ON AGING
The FY 89-90 Agreement between the City and the Committee on Aging (COA)
provides, as one of the elements, that the City fund up to $23,000 toward the
purchase of one wheelchair lift equipped van. A special van costs approximately
$53,000. The Agreement also provides for the City to receive its proportional
share of the depreciated value of the van, should the Agreement be terminated
within five years.
The COA has been successful in obtaining a Caltrans grant which will provide for
two 16 passenger vans contingent upon a 20% match of the estimated $106,000
purchase price. The COA is requesting to use the $23,000 provided for in the
Agreement for the required 20% match. The actual amount requested by the COA to
match the grant is $19,700. The remaining $3,300 would be applied toward the
operational costs of para -transit. Caltrans would hold title to the vans for
five years, after which, title would be given to the COA.
Approval of the request would provide the Santa Clarita Valley with two
wheelchair lift equipped 16 passenger vans for less than the estimate for one
van. Should the agreement between the City and the COA be terminated, staff
would seek the usage of the vans for para -transit services from Caltrans, the
title holder.
RECOMMENDATION
Approve the attached Amendment to the July 11, 1989 Agreement for para -transit
service between the City and the Committee on Aging to permit existing funding
to be used for matching funds for acquisition of two lift equipped vans.

AMENDMENT TO PARATRANSIT AGREEMENT
This Amendment to the Paratransit Agreement is made
and entered into this day of 1990, by and
between the Santa Clarita Valley Committee on Aging
Corporation ("Contractor") and the City of Santa Clarita
("City").
City and Contractor hereby amend the Paratransit
Agreement executed by and between the City and Contractor on
July 11, 1989 in the following paragraphs:
A. Paragraph 5 is amended to read as follows:
115. Payment for Services. CITY agrees to pay,
upon receipt of claim by CONTRACTOR and
documentation thereof, for the cost of SERVICE
at a rate of $23.88 per vehicle -hour. Cost of
SERVICE shall include the costs of marketing
the program, providing, operating and
maintaining vehicles, drivers, dispatchers and
other personnel, insurance and direct
administrative overhead. Vehicle -hours for
payment purposes shall be defined and the
actual number of hours for which SERVICE is
provided during the hours in which SERVICE is
required, in Appendix B, would be available.
Driver's daily logs shall be used to verify
actual hours of operation. Also, CITY agrees
to pay approximately 20% of the cost of two
new wheelchair lift -equipped vans, up to a
maximum of $23,000. Actual fares collected
will be subtracted from the resulting sum due
for vehicle -hours of SERVICE. The actual
total of vehicle -hours of SERVICE required
under the Agreement from July 1, 1989 through
June 30, 1990 is estimated to range between
6,000 and�,8,000 hours. SERVICE for 7,000
hours and 20% of the two replacement vans is
anticipated to cost CITY approximately
$191,000."
B. Paragraph 17 is amended to read as follows:
17. Equipment Requirements. CONTRACTOR shall
purchase two wheelchair lift -equipped vans to
be used in providing SERVICE. CONTRACTOR
shall service said vans at the prescribed
intervals and levels of maintenance specified
in the manufacturer's service manual as
required for warranty purposes and as
otherwise necessary to maintain them

mechanically sound and in good, clean and safe
conditions. CONTRACTOR shall continue to keep
maintenance and operating service records and
to provide access to said records and copies
of same upon request by CITY. Copies of all
maintenance service records are to be given to
CITY at such time as SERVICE is terminated."
