This item is on the City Council agenda to provide an opportunity for the City
Council to give staff direction on the park site dedication review process. The
City Council initially reviewed a report from the Community Development
Department, at its December, 1989 meeting which addressed several alternatives
for the review of potential park sites. The City Council requested that staff
obtain input from the Parks and Recreation Commission prior to considering the
alternatives.
The Parks and Recreation Commission, at its January 22, 1990 meeting, reviewed
the various alternatives presented for park site dedication review. The Parks
and Recreation Commission felt that the method outlined below which incorporates
Staff Review with input to Parks and Recreation Commission, and final
recommendations from the Parks and Recreation Commission to the Planning
Commission, was the best alternative. The Parks and Recreation Commission
recommended that any significant changes to proposed park sites by the Planning
Commission after Parks and Recreation Commission action should be returned to
the Parks and Recreation Commission for review.
The staff of the Parks and Recreation Department and the Parks and Recreation
Commission are recommending that the process outlined below be used for the
review of potential park sites, which will be granted Quimby credit.
Step 1: Establish a set of guidelines for park dedication for sites which will
be granted Quimby Public Park Credit.
Step 2: Staff review of proposed park sites, using the guidelines established
by the Parks and Recreation Commission and the City Council at the Development
Review Committee level.
Step 3: Presentation of park sites, which have met all minimum conditions for
dedication, to the Parks and Recreation Commission for review and comment.
Step 4: Transmittal of recommendations of Parks and Recreation Commission and
Parks and Recreation staff to Planning Commission for review and inclusion in
the Planning Commission's project deliberations.

Commission by the Parks and Recreation Department staff and Parks and Recreation
Commission.
The steps outlined above would also conform to the Development Review process
adopted by other operating departments of the City, including the Community
Development Department, Sheriff's Department, Fire Department and Public Works
Department. Developers processing projects through the City appreciate the
opportunity to meet with staff on an informal basis to discuss the merits of
their projects prior -to their consideration before the Commission. The process
outlined above allows the developer to design the project to meet the standards
previously adopted by the Parks and Recreation Commission and the City Council.
A park site which is proposed, which does not meet the minimum conditions for
dedication, would be rejected at the Development Review Committee level.
The Guidelines for Park Dedication are attached for the City Council's review.
The conditions are designed to provide active, usable park land, which will meet
the long-term objectives of the City to develop a flexible and effective park
system for its residents. The conditions for dedication would be used as a
basis for materials to be included in the City's General Plan.
The Guidelines for Park Dedication, as well as the process for review of
proposed park sites, were discussed at length at the Parks and Recreation
Commission at their January 22, 1990 meeting, and received a unanimous vote of
approval.
RECOMMENDATION
It is recommended that the City Council adopt the proposed park site review
process and Guidelines for Park Dedication.

1. Proposed site to have a minimum usable area of 5 acres.
2. Land shape and configuration to permit active recreation, as
determined by the City.
3. Street frontage with adequate parking should be provided to permit
accessibility and to aid in security and protection against vandalism,
as determined by the City.
4. Infrastructure provided to the site by developer to include power,
sewer, water, gas line, cable T.V., telephone, storm drains, etc.
5. Park site grade must be 3% or less to qualify, as determined by City.
6. Park must be in an acceptable location; the service area should not be
divided by natural or artificial barriers (e.g., freeways, railroads,
commercial or industrial use, flood control channels, or utility
easement).
7. The neighborhood environment must allow active recreation, as
determined by the City.
8. Relationship of park location to other existing or proposed parks -
there must be need for a park in the area, as determined by the City.
9. Safety factor - must be a safe area for park use, e.g., site should
not be in or near flood plain, rock slide area, toxic chemicals,
traffic and other natural barriers, as determined by City.
10. Developer to provide right of way and street improvements to the park
site - e.g., driveway, curb, gutter, sidewalk, etc.
11. Park to be geographically situated so that it is convenient and
accessible to the neighborhood which it serves.
12. Wherever possible, neighborhood parks should be located adjacent to
schools.
13.
Wherever possible, the park must
be linked to
the City-wide trail
system.

Developer are encouraged in tract
planning to
place street lights
adjacent to park sites wherever practical.

Developer shall install a six-foot
block, brick
wall or wrought -iron
fence between park and homes siding
or backing on
park. Wall or fence
shall conform to City standards.
