The personnel rules reviewed by the Council pursuant to Ordinance 88-52 are being presented for amendment and adoption. After reviewing these rules, it is necessary to amend them as outlined in Exhibit 1. Recommendation is made to allow supervisors discretion for the 9 month probationary performance review. Recommendation is also made to define compensation procedures for employees who are required to forfeit holiday time due to work schedule conflict or heavy work schedule. RECOMMENDATION Adopt Resolution 90-115 ATTACHMENTS Resolution 90-115 Exhibit 1 Personnel Rules Available in the City Clerk's Office Agendalfem: RESOLUTION NO. 90-115 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA AMENDING AND ADOPTING THE PERSONNEL RULES PROVIDING FOR THE ESTABLISHMENT OF REGULATIONS GOVERNING THE PERSONNEL SYSTEM WHEREAS, Section 5 of Ordinance 88-52 of the City of Santa Clarita requires the City Council to adopt.and amend as necessary Personnel Rules; and WHEREAS, Section 5 of Ordinance 88-52 of the City of Santa Clarita requires that these rules establish regulations governing the personnel system; and WHEREAS, Ordinance 88-52 was adopted on January 10, 1989 NOV, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa Clarita as follows: SECTION l: The Personnel Rules attached hereto as Exhibit.1 are hereby adopted and amended. SECTION 2: That the City Clerk shall certify the adoption of this resolution PASSED, APPROVED, AND ADOPTED by the City Council of the City of Santa Clarita at a regular meeting held on the of 1990. Page 21 Rule XVI, Section 2 PREPARATION OF PERFORMANCE REPORT. During the probationary period, the probationary employee or promotional appointee shall be evaluated after 3 months and 6 months. *An evaluation after 9 months is optional and left to the discretion of the supervisor. Thereafter, every employee shall be evaluated every twelve months. An employee may also be evaluated at any time at the discretion of the supervisor. 2. Page.19 Rule XIV, Section 11 HOLIDAYS. City holidays shall be observed per Ordinance No. 88-38. Any regular or probationary exempt or non-exempt employee whose regularly scheduled day off falls on a designated City holiday will accrue an additional floating holiday for that calendar year. Any regular or probationary non-exempt employee who is requested by their supervisor to report to work on a designated City holiday will receive time and one half for the hours worked on the holiday in addition to their regular holiday Day. * Change is designated by underscore.
