Harris June 12, 1990 Plot Plan 90-046, located at 27227 Sand Canyon Road adjacent to Warmuth Road. ( / A Community Development The applicant, Mr. Toyama, is requesting approval for the construction of a single family residence on the subject property. The zoning of the property is A-1-2 and the single family residence is permitted in this zone. Staff recommended denial of this project because the proposed residence lies within the limits of the future Sand Canyon Road alignment as established by County Survey Book 3030-1, which establishes a 100 foot right of way. A study for the future infrastructure needs of the Santa Clarita Valley and the preliminary circulation element of the general plan indicate that Sand Canyon will be a major highway. On May 1, 1990, the Planning Commission recommended that the City Council direct staff to determine whether this alignment should be deleted from the Master Plan of Highways. APPLICANT: Mr. Steve Toyama LOCATION: 27227 Sand Canyon Road, adjacent to Warmuth Road REQUEST: The applicant is appealing the denial of a plot plan to allow for the construction of a single family residence. BACKGROUND AND ANALYSIS: On February 5, 1990, Mr. Toyama obtained a Certificate of Compliance from. the Building and Safety Department on the subject property. On April 3, 1990 Mr. Toyama filed a plot plan with the Community Development Department requesting approval for the construction of a single family residence. The zoning of the property is A-1-2 and the single family residence is a permitted use in this zone. The gross acreage of the property as obtained from the Assessor Book is approximately 2.42. Staff is recommending denial of this project due to the fact that the proposed residence lies within limits of the future Sand Canyon Road alignment as established by County Survey Book 3030-1. Sand Canyon Road currently appears on the Master Plan of Highways as a major highway. The initial road alignment for Sand Canyon Road was established by County Survey- number C.S. 8576 adopted by the county in December 1929. It was then established as a secondary highway on the original highway plan in 1940. Highway Plan Amendment # 476 'later upgraded it to a major highway in 1962. A study for the future infrastructure needs of the Santa Clarita Valley and the preliminary circulation element of the general plan indicate that Sand Canyon will be a major highway. - The City has inherited this Master Plan of Highways which was designed to provide an adequate number of major and secondary highways, to facilitate traffic circulation in the City of. Santa Clarita as well as the whole valley. This plan will thus allow development to occur over the next 20 years while providing a street network to accommodate the increase in traffic. Sand Canyon is one of these planned highways. Staff notified the applicant of the denial on April 3, 1990. On April 13, 1990 the Community Development Department received a letter from the applicant stating his desire to appeal and arrangements were made to schedule a hearing date. Staff recommends -the Commission deny the .appeal and thereby uphold the Director's decision. /LH/gea L] CITY OF SANTA CLARITA I N T E R O F F I C E M E M O R A N D U M TO: City Council FROM: George Caravalho, City Manager DATE: June 7, 1990 SUBJECT: Plan Plan 90-046 27227 Sand Canyon Road The roadway classification for Sand Canyon Road requires considerable study to balance varying needs. On the one hand, there is a desire to reduce its current status from a major highway, 100 foot wide, to a local two-lane roadway. On the other side of the issue are expressions to include areas for drainage, pedestrians, and equestrian trails and to provide a safer route by improving sight distance and alignment. In addition, we have.been asked to study the whole circulation system in the Sand Canyon/Oak Spring Canyon Road corridors to be used to access development proposals in the area. All of these issues should be studied and addressed as part of an area -wide analysis, i.e. the General Plan. Sand Canyon has been a master plan highway for decades. It would not be prudent to abrogate that designation and to dilute the General Plan process for a decision on a isolated parcel. RECOMMENDATION The City Council deny the appeal and reconsider the project when the General Plan is adopted and the classification of Sand Canyon Road is decided. ILL vSL A.
