SUBJECT: Consultant Services for Pool Renovation at North Oaks, 'Santa
Clarita and Newhall Parks /
DEPARTMENT: Parks and Recreation
BACKGROUND
On September 21, 1990, the City _Clerk opened sealed proposals for the services
of a consulting architect/engineer to design and provide project management
services for the first phase rehabilitation of North Oaks, Santa Clarita and
Newhall Park pools. Major renovation work this year will correct structural
problems at Newhall Park and North Oaks Park pools, and replace operating
equipment at Santa Clarita Park pool. In order to have North Oaks pool open for
the Canyon High use on February 1, 1991, it is necessary to expedite this
project. It is expected that the construction at North Oaks will be underway
before the design for the other two pools is completed.
Requests for proposals were sent to four area commercial pool design consultants
and advertisements were placed in local newspapers. Two consulting firms
responded and their proposals were reviewed for completeness, with follow-up
interviews and presentations occurring on September 27, 1990. Both 'Rowley
International and Jones & Madhavan have extensive experience in this type of
renovation and appear to have the staff to meet our ambitious design schedule,
as both firms are in a slight lull at this time. Rowley International has
proposed a design cost of $40,200; and the Jones & Madhavan proposal for
services is $37,320.
While Government Code 37103 note 15 authorizes a legislative body to contract
for professional services for engineering, finance, legal, and administrative
matters without competitive bidding or awarding contracts based on low bid,
staff is recommending the award for design and project management services go to
Jones & Madhavan, who happen to be the low bid, at $37,320.
FINANCIAL IMPACT
Funds have been budgeted in the amount of $167,000 in account number
25-99015-227 for Newhall pool, and funds are budgeted in account number
25-99003-227 for pool rehabilitation. The design costs should be split 50/50
against these two accounts.
RECOMMENDATION
It is recommended that the City Council award the proposal for design services
for the rehabilitation of the three City pools to Jones & Madhavan in the amount
of $37,320.
