REQUEST TO PURCHASE LOCAL BUSES VIA

The Los Angeles County Department of Public Works, Transit Division, inquired
into the City's interest to "piggy -back" on the Foothill Transit Zone's purchase
of 12 Gillig "Spirit" local transit buses. These are the same type of buses
which were demonstrated to the Council at their April 17, 1990 meeting. The
5 -year Transit Plan approved by the City Council recommends the purchase of 13
local buses for our new 11 -route system. Combining our bus procurement
processes to form one large contract will result in a lower cost per bus. It is
estimated that the 13 buses would cost $2,000,000 if the City orders them
directly. Combining the orders would result in a 5%-10% savings ($104,000 to
$208,000).
Staff recommends piggy -backing with the Foothill Transit Zone. To do this, a
change to the City's Purchasing Ordinance would be required. The change would
involve the insertion of a waiver clause to the Ordinance, whereby under special
circumstances the Council could waive the formal bid processes requirement.
The Foothill Transit Zone plans on negotiating a price directly with the Gillig
Corporation rather than conducting a formal bid. The negotiations will be based
on Gillig's last two California bids which were awarded to them.
Piggy -backing onto the Foothill Transit zone would allow the City to:
1. Obtain the buses at a lower cost than if the City orders its own buses
directly from the manufacturer;
2. Obtain the buses as much as 3 months sooner; and
3. Save staff time that would otherwise be needed to develop the bus
specifications and bidding documents, process the bidding activities and
evaluate the bids.
1. Adopt the attached Ordinance No. 90-25, amending the Municipal Code at
3.12.270 relating to exceptions to competitive bidding requirements, and
pass to second reading.

2. Determine that it is in the public interest and necessity to direct staff to
work with the Foothill Transit Zone and negotiate a price from the Gillig
Corporation for the purchase of 13 "Spirit" buses.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
AMENDING THE MUNICIPAL CODE AT 3.12.270,
RELATING TO EXCEPTIONS TO COMPETITIVE
BIDDING REQUIREMENTS
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES ORDAIN AS FOLLOWS:
Section 1. That Subsection (7) be added to 3.12.270 of the Santa
Clarita Municipal Code. Subsection (7) shall read as follows:
(7) In the event the City Council finds that it is in the public
interest and necessity to purchase supplies, equipment or services without
compliance with the formal contract procedures set forth in this section, the
City Council may waive such procedures by declaring so in a motion or resolution.
Section 2. The City Clerk shall certify to the passage of this
Ordinance and shall cause the same to be published as required by law.
