BACKGROUND
The*'' City Council reque ted that the staff .develop additional "Quick -Fix"
_ solutions to the City's traffic congestion.
Staff has reviewed a number of locations and offers the following list of
potential projects for Council's consideration. Major traffic congestion would
be accomplished by construction of additional roads, however, the accumulative
benefit 'of the following improvements could also provide substantial benefit.
Most of these improvements could be done with signing and striping plans at
minimal expense. A few would require -engineering with construction being done
by contract.
The 1990/91 list of proposed "Quick -Fix" congestion relief projects are: .
1. Valencia Boulevard from I-5 Freeway to McBean Parkway
"No Parking Anytime" regulations on both sides of the street.
2. McBean Parkway from I-5 Freeway to Valencia Boulevard
"No Parking Anytime" regulations on both sides of the street.
3. Orchard Village Road from Lyons Avenue to McBean Parkway
"No Parking Anytime" regulations on both sides of the street.
The elimination of on -street parking from these major highways will reduce the
potential conflict between parked vehicles and through traffic, improve highway
.capacity, prepare the highway for six lane striping when needed, ensure adequate
visibility at minor intersections and driveways and preserve the aesthetics of
these well landscaped arterial routes.
Some localized .objectives can be expected with these projects. Careful.'_'.
evaluations will be needed to address these issues.
4. Lyons Avenue from I-5 Freeway to San Fernando Road
"No Parking Anytime" adjacent to commercial development with adequate
off-street parking. Provide special continuous right turn lane striping
at these locations in conjunction with this program.

the high volume commercial driveways in this a ea N�

5. Magic Mountain Parkway east of McBean Parkway (adiacent to River Oaks Mall)
Restripe, with Caltrans' cooperation to provide improved delineation and
identification of driveways.
6. McBean Parkway north of Magic Mountain Parkway
Restripe, in cooperation with the County, to improve delineation and
driveway access. -
7. San Fernando Road - north of Circle J Road
Restripe, with Caltrans' cooperation, to provide left turn channelization
at a high-volume driveway serving a fast food outlet.
8. Soledad Canyon Road east of Bouquet Canyon Road
Prohibit parking and stripe longer acceleration lane for third eastbound
lane. This project will require sensitivity with regard to the parking
needs of commercial development in the area.
9. Valencia Boulevard west of Bouquet Canyon Road
Widen on south side (by K -Mart) to lengthen third through lane approaching
intersection. The project is estimated to cost about $100,000 (contract
-item).
10. Sierra Highway (northbound) from Route 14 Freeway Off -Ramp to Jakes Way
Widen bridge over railroad and relocate sidewalk to provide for third lane
striping. Project would include striping. Construction by contract
estimated at $120.000:
11. Sierra Highway (southbound) from south of Soledad Canyon Road to Via
Princessa
Add sidewalk to west side of bridge over river to accommodate three
striped lanes. Project would include striping and marking an optional
second right turn at Via Princessa to enter the freeway (Route 14)
on-ramp. The cost of.contract construction is estimated at $80,000.
12. Bouquet Canyon Road at Alamagordo Road, Centurion Way, Haskell Canyon Road
and Urbandale Avenue
Lengthen left turn storage lanes for increased capacity. Project would
reduce the likelihood of left turning vehicles blocking the adjacent
through traffic lanes, thus compromising traffic safety and highway
capacity. The estimate construction costs for each location is $35,000
for a total project cost of $140,000.
13. Soledad Canyon Road east of Sierra Highway at Ben Franklin Shopping Center
Add raised median and widen driveway to regiment turning maneuvers into
and out of the center. Consent of the adjacent property owners would be
sought in conjunction with this project.
Signal coordination is also a -valuable congestion relief strategy. There are
existing systems on Lyons Avenue and on Soledad Canyon Road. There is money in
the upcoming budget to expand the system. There is also money in the Capital
Improvement Program to upgrade and coordinate the signals on Whites Canyon
Road. Furthermore, Valencia Company is conditioned to develop and implement a
comprehensive signal coordination system over approximately a three mile radius
surrounding their mall project. As these programs are already budgeted items,
they were not included in this list of "quick fix" solutions.
All of these items, except items 9 through 12 inclusive, are lower cost
improvements and are programmed in the 1990/91 Fiscal Year budget. Items 9
through 12 total approximately $440,000 and would be brought back to the Council
at a later date with detailed recommendations for construction and funding
sources.
RECOMMENDATION
1. Consider these potential congestion relief strategies.
2. Direct staff to proceed with detailed evaluations of one or more of these
-projects and return to the Council for approval and funding when
appropriate.
