The Public Works Department and the Sheriff's Department have been advised of a
motorist safety program currently in effect in the City of Industry. This
program, called Public Awareness Radar Education Trailer (PARET), is intended to
remind motorists of the speed limit and advise them of their actual speed. The
overall objective of this program is to reduce speeding, since excessive speed
is the second most common cause of serious traffic collisions, death and injury.
The PARET consists of a trailer -mounted radar unit with the posted speed for the
street mounted above the radar display. Photographs of this unit are attached
to this Agenda Item for Council review. The total estimated cost for this unit,
including trailer hitch modifications to patrol cars, is $6,000.
The LASD and Staff concur that a PARET program would be beneficial to the City
from both community relations and safety standpoints. It is proposed that this
unit be moved to various City streets as the need is determined. Although a
Sheriff's patrol may be in the area in addition to the unit to issue citations,
the main objective will be for drivers to self -monitor their driving speed and
adjust their driving habits. It should be noted that the PARETs built for the
City of Industry were provided in part through donations of materials and labor
by local community members. Should this program prove successful, this approach
could be investigated for assistance in the procurement of units to be used in
the City.
Prior to the City making a commitment to purchase such a unit, Staff recommends
that we seek the loan of a PARET unit from another agency on a trial basis.
RECOMMENDATION
Direct Staff to seek the loan of a PARET unit currently in use by another agency
on a trial basis.
