BACKGROUND
On July 14, 1988, the City Council adopted Resolution No. 88-101 consenting to
the establishment of portions of Whites Canyon Road and Via Princessa within
the City as a part of the system of highways of the County of Los Angeles.
Under the terms of Agreement No. 61101 between the County and the City, the
County agreed to acquire the right-of-way, relocate and construct the Southern
Pacific Transportation Company railroad tracks in conjunction with the
construction of Whites Canyon Road/Via Princessa from Soledad Canyon Road to
Sierra Highway.
In order to realign the Southern Pacific Railroad tracks, the County will need
the City's permission to do work within Penlon Road (see attached map). Penlon
Road is not an improved street and is not needed for road purposes. Therefore,
permission should be and may be granted by adopting the attached Resolution No.
90-5. The County will then continue with right-of-way acquisition and relocation
of the railroad.
The project is still proposed to be funded with revenue generated from the
Bouquet Canyon and Route 126 Bridge and Major Thoroughfare Construction Fee
Districts within the City and County, as provided in Resolution No. 88-101.

RESOLUTION NO. 90-5
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, CONSENTING TO THE ESTABLISHMENT OF THE PORTION OF
SOLEDAD CANYON ROAD, COMMONLY KNOWN AS PENLON ROAD,
WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS
OF THE COUNTY OF LOS ANGELES
WHEREAS, the Board of Supervisors did, on January 2, 1990, duly adopt
a Resolution declaring the portion of Soledad Canyon Road, commonly known as
Penlon Road, from Soledad Canyon Road to 470 feet west of Meadvale Avenue and
intersecting streetsappurtenant to the construction thereof, within the City
of Santa Clarita, to be a part of the System of Highways of the County of Los
Angeles, as provided in Sections 1700 to 1704 inclusive of the Streets and
Highways Code of the State of California; and
WHEREAS, said Board of Supervisors by said Resolution requested this
Council to give its consent to allow the County to acquire right-of-way,
construct improvements and perform appurtenant work within said .portion of
Penlon Road in the City of Santa Clarita described above; and
NOW, THEREFORE, the City Council of the City of Santa Clarita does
resolve as follows:
SECTION 1. Consent to Inclusion in County Highway System.
This City Council does hereby consent to the establishment of that portion of
Soledad Canyon Road, commonly known as Penlon Road, from Soledad Canyon Road
to 470 feet west of Meadvale Avenue and intersecting streets appurtenant to
the construction thereof, within the City of Santa Clarita, as a part of the
System of Highways of the County of Los Angeles as provided in Sections 1700
to 1704 inclusive of the Streets and Highways Code of the State of
California. Said consent is for the purpose of acquiring right-of-way,
constructing improvements and performing appurtenant work as may be necessary
by the County of Los Angeles.
SECTION 2. Finding of a Minor Nature. This City Council does hereby
find that pursuant to Government Code, Section 65402 (b), the aforesaid
improvements are for street improvements of a minor nature and that
therefore, the provisions of said .Section requiring the submission to and
report upon said project by the City Planning Agency do not apply.
