IfVL" SUBJECT: Progress Report on Off-site Real Estate Signs DEPARTMENT: Community Development BACKGROUND: This item before the City Council tonight.is a report on staff's efforts to find an acceptable solution to the placement of off-site real estate signs within the City. A total of three meetings have taken place between City staff and the Board of Realtors to review current City regulations pertaining to real estate signs. The City Council may recall that in September of last year, the City began enforcing regulations to prohibit the placement of real estate signs within City right-of-ways, on light poles and traffic signs. After a total of 26 illegal signs had been removed, the City Council's direction to staff was to work with the Board of Realtors in finding an acceptable solution to the problem of signs being placed within a right-of-way. The Board of Realtors provided to the City a proposal which has been reviewed by staff. For your information, the Board of Realtors are proposing to: 1) Keep all real estate signs out of City right=of-ways, off of light poles and traffic lights. This complies with Code Section 22.52.990 of the City of Santa Clarita Zoning Code. 2) Request that the City allow a maximum of two generic "A -Frame" "Open House" signs on those corners designated as "problem corners" within their proposal. All other corners would allow a maximum of two signs that would not be generic. 3) Request that the City allow a maximum size of twelve square feet for real estate signs. This is six square feet per side. 4) Request that the City allow these real estate signs to be placed out everyday from 7:00 a.m. to 7:00 p.m.. 5) Request that the City change the setback allowance in City of Santa Clarita Code Section 22.52.940 regulating real estate signs, from 10 feet to 6 feet in the front yards from the curb line. 6) Request that the City allow signs on the sidewalk in areas such as along Bouquet Canyon Road where the area from the curb to the block walls of the buildings is concrete. .I . KL :;;�� aItem: 0 June 12, 1990 Page 2 0 In reviewing the Board of Realtor's proposal, staff finds that Items No. 2 and 6 should be given careful and special attention. Item No. 2 requests that the City allow a maximum of two generic "A -Frame" "Open House" signs on those corners designated as "problem corners" within their proposal. Staff finds that allowing two generic signs for the purpose of advertising homes for sale may be a problem. Staff finds it difficult to discriminate against other signs, that are currently prohibited from being placed on a corner, such as off-site advertising signs. Allowing Item No. 2 may be a problem for the City since .we do not allow other signs to be placed on those corners designated as "problem comers." Item No. 6 requests that the City allow signs on the sidewalk areas along Bouquet Canyon Road where the area from the curb to the block wall of the buildings is concrete. Staff finds that given the potential hazard to motorists and pedestrians along Bouquet Canyon Road, the placement of signs within a sidewalk area should not be allowed. In an effort to enhance traffic safety for both motorist and pedestrians, City staff recommends that the placement of signs within any right-of-way, sidewalk area or other public property be prohibited. It is the City's intent to enhance traffic safety for its residents and to protect its motorists and pedestrians by enforcing regulations that keep these signs out of right-of-ways, so that visibility for motorists and pedestrians is unobstructed. City staff agrees with the Board of Realtors' Items No. 1, 3, 4 and 5. These specific items should not have .any impact on the safety of motorists and pedestrians within the City. City staff feels that the changing of these items within. the Zoning Code would not pose a threat or safety hazard to the public. RECOMMENDATION: Staff recommends. 1 of 2 options: 1) Staff recommends that the City Council adopt an ordinance including the changes brought forth by the Board of Realtors with the exception of Items No. 2 and 6; or 2) Enforce the existing City Code as it exists and make no changes within that code. Letter from President of Board of Realtors GC:VA:lf C The Real Estate Sign Task Force has spent several weeks st}ldying the problem of Open House Signs (Temporary directional signs) in the Santa Clarita Valley. After several meetings and numerous conversations with real estate agents and brokers, we offer the following -as solutions to the sign problem: Allow a maximum of two Generic Real Estate open house signs on main street corners and parkways. Allow a maximum of two Real Estate open house signs on any corner other than a main street-. Real Estate ,open house signs not to exceed six square feet per side with a maximum area of twelve square feet. Allow Real Estate open house signs in and on agreed areas and fixtures on Fridays from 9 am to 3 pm, Saturdays and Sundays from 7 am to 7 pm. Prohibit Real Estate open house signs from being placed on or in any street, street median, public sidewalk, crosswalk, curb, lamp- post, hydrant, tree, telephone pole or lighting system, or upon any fixture of the police or fire alarm system, with the exception of those requested at the "Problem Corners". PROBLEM CORNERS: Allow a maximum of two Generic Real Estate open house signs to be temporarily attached to a light standard or other suitable fixture; or, allow a maximum of two Generic Real Estate open house signs to be placed in a City installed permanent appartus. SOLEDAD CANYON at: Sand Canyon, Kenroy, Solon, Galixy, Anne Freda, Miss Grace, Deep Creek; River Circle, Galeton, Sierra Hbghway, Vlina, Crossglade, Hidaway, Whites Canyon, Camp Plenty, Langside, Honby. WHITES CANYON at:. Nadal, Steinway. Bouquet Canvon.at: Sutters Pointe, Wellston, Plum Canyon, Hob, Pam, Fan, Benz, Sue, Heidi Jo, Centurion Way. Seco Canyon at: Calvallo, Festividad. TOURNAMENT RD. at: Golf Course Dr. On some corners addressed as problem corners, such as Newhall, Apple, Peachla:id, etc., signs could be placed in private planters or on private property if something was negotiated with the owners or if the City intervened with the owners for their placement. On other corners, such as Pamplico, where owners consider the park- way their private property, we request that the City define City - owned parkways and inform the owners of the same; or, make some specific determination of how far the City right-of-way extends out from the curbs in all areas. As a direct result of that meeting we find it necessary to make two amendments to the proposal previously sent to the city for review. The amendments are as follows: 1. Signs shall be allowed 7 days a week AND 2. Real Estate firms may continue to use their current company signs dropping the requirement of generic signs at intersections.
