The City Council has given direction to the Director of Community Development .
to arrange meetings with the Association of Realtors in order tor.reach an
amicable solution to the placement of off-site directional real estate and_
open house signs. Three meetings have been held with members of the
Association of Realtors in attendance as well as Community Development
Department staff. The Association of Realtors gave a written proposal for -.the
placement of signs to the staff at the initial meeting. At the subsequent
meetings, the proposal was discussed, and much progress has been made toward
full agreement. Presently the items agreed upon are:
- No signs will be placed in medians.
- No signs will be placed in parkways (note: see outstanding item below).,
- No signs will be placed on lampposts or utility poles.
- All signs will be placed behind sidewalks.
- Where there is no sidewalk, all signs will be at least five feet fromthe
curb.
- No signs will be placed within 15 feet of a corner where sight distance is
needed.
- No more than two (2) signs shall be placed at any corner for a total of
eight (8) per intersection.
- A banner type sign or sign specifically designed.for wall installation may
be draped over a wall,.subject to the owner's permission where the wall.is
behind the sidewalk and would provide the most convenient method of.
placing a sign.
- The maximum size of "sign" for purposes of this discussion is 4 square
feet.
- The placement of open house signs be restricted to Thursday, Friday,
Saturday and Sunday between 7:00 a.m. and 7:00 p.m. and special events.as .
needed.
- None of the restrictions are to eliminate the rights to place on-site real
estate signs as provided for in the code at present.
The only remaining area where agreement has not been reached is along McBean
Parkway, Lyons Avenue, Soledad Canyon Road, Orchard Village Road, and Seco'
Canyon Road. The Association of Realtors feels that along these streets they
need to place signs within the parkways of City right-of-way. Staff has
indicated they feel is_gn unac table liability -risk to the City to grant
this permission. �'

RECOMMENDATION
The staff recommends that the Council give direction to the Department of
Community Development that the policy for placement and enforcement of.
off-site directional real estate and open house signs allow those signs which
meet the criteria enumerated above as agreed upon by the Association of
Realtors.
Staff requests direction for the.placement of signs on McBean Parkway, Lyons
Avenue, Soledad Canyon Road, Orchard Village Road, and Seco Canyon Road.
