HomeMy WebLinkAbout1990-10-30 - AGENDA REPORTS - REGIONAL GOVERMENT (3)NEW BUSINESS DATE: SUBJECT: r AGENDA REPORT October 30, 1990 Regional Government El City Manager Approval Item to be presented by: George Caravalho BACKGROUND This item is on the agenda for the City Council's consideration of support for the Lynwood City Council's Resolution regarding AB 4242 (Brown). AB 4242 regards the formation of a regional development and infrastructure agency in seven specified regions of the state. The agency would study traffic congestion, waste disposal, lack of affordable housing, water quality and air quality. The City of Lynwood is now voicing its opposition to all legislation regarding regional governance. Lynwood declares that cities must take the lead on regional legislation and perform a thorough analysis of the current legislation and its potential impact on local agencies. Presently, there is strong sentiment against the concept of regional government. However, while regional government refers to defined institutions and the processes at work within those institutions, regional governance involves the system in which agencies make collective choices and act,upon those choices. In order to address the concerns relating to regional governance as well as propose alternatives, the League of California Cities has formed a task force to address this topic. The work and outcome of this task force may offer insight into the issues related to regional governance and offer alternatives or amendments to the current legislation which may be beneficial to cities. While cities should remain categorically opposed to the imposition of regional government, they must be open to discuss the issues facing our state and receptive to methods to address issues on a regional basis. RECOMMENDATION 1) That the City Council discuss support for the Lynwood Resolution and direct staff. 2) Direct staff to continue to monitor legislation as related to regional governance as well as progress of the League task force. HEINE ARMANDO REA � `t"•.,,` EVELYN WELLS .AA c ,41 I On September 25, 1990, I mailed you a letter asking for support of our Resolution 9164 to amend AB 4242. Since then, on September 27, a meeting of the Southeast Los Angeles County Mayors and Councilmembers (SELAC) was held and the topic of discussion was AB4242 and other legislation relevant to Regional Governance. At the September 27th meeting of SELAC, the attending cities concluded that any legislation regarding Regional Governance should be opposed until the cities can generate their own proposals for such programs to be enacted. Consequently, the City of Lynwood has approved a new resolution (a draft thereof is attached), wherein the City retracts Resolution , 9164 and declares, its opposition to all legislation on , Regional- Governance -pending proposals by. all ,..the cities concerned. We, the Mayors and Councilmembers of the Southeast sector of Los Angeles County request that you support us in our endeavor to retain control of our cities' destinies by rallying with us to generate regional governance legislation that is designed by and for the cities.
