SUBJECT: Appointment of Representatives to the Regional Library Council
DEPARTMENT: Finance 14
BACKGROUND
In 1959, the Los Angeles County Board of Supervisors established Regional
Library Council as an advisory body to the County librarian and as liaison
between local communities and library administration.
Previously, the Los Angeles County Board of Supervisors appointed all
representatives of the Council from the unincorporated areas within the county.
Now due to the incorporation of Santa Clarita, all such appointments have been
deferred by the Board of Supervisors to the Santa Clarita City Council. Council
may appoint three (3) individuals to participate, in an advisory and
uncompensated capacity, in the quarterly meetings of the North County Regional
Library Council to represent the Canyon Country, Newhall and Valencia
• libraries. Appointees may serve two (2) consecutive terms of two (2) years each.

Currently, the Valencia and Newhall areas are represented by Ms. Ruth Hiebert.
The Canyon Country library is presently represented by Ms. Marjean L. Therian.
Staff believes three possible directions exist which Council may explore, the
first being to remain status quo. Sandra Reuben, the County Librarian, has
indicated that both current representatives have expressed their willingness to
continue serving on the Council.
A second direction Council may wish to consider would involve the reappointment
of both incumbents and the selection of an additional representative. This
third individual could assume one of the two areas presently represented by Ms.
Hiebert.
Lastly, it is within the discretion of the Council to recommend the appointment
of three entirely new representatives to serve on the Library Council. As to
the selection of these individuals, Council may wish to appoint, seek
applications, or seek representation from within the Council itself. Whatever
course is chosen, the County Librarian has requested that any appointments be
made during the month of October, 1990.
RECOMMENDATION
That Council discuss these and other options and give direction to staff.
