BACKGROUND
CONSERVANCY - RIM OF THE VALLEY TRAIL
Senator Davis has introduced Senate Bill 1885 which, if enacted, would give the
City of Santa Clarita an appointee to the Advisory Committee for the Santa
Monica Mountains Conservancy. The Santa Monica Mountains Conservancy has
recently discussed the expansion of its boundaries to include the Santa Clarita
Woodlands Park area, Towsley Canyon Park, a portion of the City of Santa Clarita
city limits including the Pioneer Oil Refinery site and William S. Hart Park,
and land south of Placerita Canyon Road going east to the Placerita Canyon
Nature Center, a portion of Forest Service land north of Placerita Canyon Road,
and a parcel owned by the Santa Fe Ranch Company east of Placerita Canyon Nature
Center. Representation on the Advisory Committee for the Santa Monica Mountains
Conservancy would provide an important link between the Conservancy and the City
of Santa Clarita.
Tim Egan, of the Capitol Representation Group, has held discussions with Senator
Davis and his staff. It is their understanding that SB 1885 was introduced
recently as a "spot bill." Further amendments will likely be included at a
later date, which will broaden the scope of the legislation relative to the
Conservancy. Even though SB 1885 is not in its final form, staff recommends
that the City Council support the. legislation, due to the opportunity given the
City to have an appointment on this important body. Further, the City Council
may wish to encourage Senator Davis to maintain this provision for the City, as
he considers future amendments to this legislation.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 90-42 supporting
the passage of SB 1885 and the inclusion of a representative on the Santa Monica
Mountains Conservancy Advisory Committee.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
SUPPORTING THE PASSAGE OF SB 1885
A BALLOT MEASURE WHICH WILL PROVIDE FOR THE
APPOINTMENT OF A REPRESENTATIVE OF THE CITY OF SANTA CLARITA
TO THE ADVISORY COMMITTEE FOR
THE SANTA MONICA MOUNTAINS CONSERVANCY
WHEREAS, the Santa Monica Mountains Conservancy - Rim of the Valley
Trail Corridor boundary expansion has been supported by the City Council of
the City of Santa Clarita; and
WHEREAS, the Santa Monica Mountains Conservancy - Rim of the Valley
Trail Corridor provides the opportunity for acquisition of additional open
space, park land and wildlife corridors; and
WHEREAS, the City of Santa Clarita has joined with the Santa Monica
Mountains Conservancy in an effort to acquire the Towsley Canyon Park; and
WHEREAS, the City of Santa Clarita desires to continue to play an active
role in the support of the Santa Monica Mountains Conservancy; and
WHEREAS, SB 1885 will provide for the appointment of a representative
for the City of Santa Clarita by the Santa Clarita City Council to the
Advisory Committee of the Santa Monica Mountains Conservancy; and
WHEREAS, this local representation will provide valuable coordination
and liaison to the local community and the Santa Monica Mountains Conservancy.
NOW, THEREFORE, 'BE IT HEREBY RESOLVED THAT the Santa Clarita City
Council endorses and supports the passage of SB 1885.
