BACKGROUND
The Santa Clarita Valley Boys and Girls Club has been working with the City of
Santa Clarita to design and construct a new Boys and Girls Club facility at
Newhall Park. The project was originally scheduled to begin construction in
September of 1990. The Boys and Girls Club has devoted extensive time to con-
ducting community meetings with residents adjacent to the Newhall Park facility,
and has come up with a design which is sensitive to the concerns of neighboring
residents and fits in well with existing public buildings in the area.
The Santa Clarita Valley Boys and Girls Club's efforts to redesign their build-
ing and make it sensitive to the concerns of nearby residents.has significantly
increased the cost of construction_ projected for the facility. The Boys and
Girls Club has raised approximately $1.5 million in cash and pledges to date.
They currently estimate that the construction of the building will run nearly $2
million. They anticipate that at least another 6 to 8 weeks will be required to
secure the remaining $400,000 to $500,000 necessary to completely construct the
facility. They have also been working with their architect to.refine plans for
the building to ensure that the most cost effective means of construction are
being used, and are looking at the size of rooms and facilities included in the
project to see if there are ways of reducing the overall construction costs.
City staff and members of .the Santa Clarita Valley Boys and Girls Club have been
meeting on a regular basis to prepare for this important construction project.
Early on in the process, we identified that approximately 10 months would be
required for completion of the construction phase of the project. Ve have
approached the point in this fiscal year 1990/91 in which it would severely
impact the Parks and Recreation Department's ability to provide summer programs
at Newhall Park, if we were to allow construction to begin. Therefore, the Boys
and Girls Club has indicated that they wish to delay commencement of construc-
tion until September of 1991 in order to continue raising additional capital,
while refining the plans for the building.
The staff of the Boys and 'Girls Club and the Parks and Recreation Department
will continue to work to complete and refine the construction plans for the
project so that we will be ready to begin construction as soon as summer pro-
grams conclude at Newhall Park during the summer of 1991.

There are several additional impacts which the delay in commencement of construc-
tion of the Boys and Girls Club will effect. They include the construction of a
concession and restroom structure adjacent to the ball diamond at Newhall Park,
pool renovations and construction of additional parking facilities for the .
park. Each of these projects are linked to the Boys and . Girls Club project,
either through the provision of funding as in the parking lot, which will be
shared equally by the Boys and Girls Club and the -City, or through bulk purchas-
ing of materials and use of similar contracting firms to reduce the cost for
facilities. A good example of this is the brick blocks which will be used both
for the Boys.and Girls Club building and the Park restroom/concession structure
adjacent to the ball diamond. Staff feels that the manufacturer of the blocks
will be reluctant to produce the relatively small quantity of blocks required
for the restroom structure, versus the large quantities required for the .Boys
and Girls Club building. If the City wishes to proceed with this project, we
will be paying a much higher cost for block, and will be required to complete
the parking and road improvements in order to provide fire access to the rest-
room structure. Delay of the project will allow the parking lot improvements,
fire road access and reduced cost building materials and labor to be achieved
through the similar timing and joint purchasing of supplies with the Boys and
Girls Club project.
The lease and memorandum of understanding for the Boys and Girls Club facility
at Newhall Park provide that construction must begin within two years of the
date of execution of the lease and M.O.U. The lease was executed on October 27,
1989. The M.O.U. further contains a provision which allows the City Manager to
authorize a one-year extension for the commencement of construction. These
provisions allow for the Boys and Girls Club to delay commencement of construc-
tion until September of 1991, without violating any provisions of the lease or
memorandum of understanding, and will not require further authorization from the
City Manager unless they wish to extend the delay past the October 27th date.
The Boys and Girls Club has raised a substantial amount of the funds necessary
to construct the facility at Newhall Park. The $1.5 million commitment is very
impressive. The benefits which the City will. receive from the project will be
substantial in terms of the new facilities it will receive, such as an aquatic
locker room and office facility, and access to a full-size gymnasium and associ-
ated facilities.. This cooperative project between the Santa Clarita Valley Boys
and Girls Club and the City of Santa Clarita will bring much improved facilities
to the residents.of our City and the youth adjacent to Newhall Park.

conducting a capital Campaign to raise funds for the secretary
