HomeMy WebLinkAbout1990-10-09 - AGENDA REPORTS - RULES AND ORDER CONDUCT MTG (2)• AGENDA REPORT • City Manager Approva Item to be presented CONSENT CALENDAR DATE: October 9, 1990 SUBJECT: Amendment to P88-003, relating to the rules and order for the conduct of meetings DEPARTMENT: Community Development BACKGROUND At the Planning Commission study session of 9-25-90, a majority of Commissioners indicated they wished to change the Planning Commission regularly scheduled meeting time from 6:30 p.m. to 7:00 p.m. The attached Resolution P90-49 was adopted on October 2, 1990. City Council Ordinance 89-23 requires the Council approve this change before the Planning Commission action takes effect. The purpose of the change is to allow Commissioners who are commuting, time to arrive back in Santa Clarita. This same benefit may accrue to members of the public who work outside the valley. The Parks and Recreation Commission meets at 7:00 p.m. The Planning Commission further has adopted a policy not to start new items after 11:00 p.m. and this is also called out in the attached Resolution. City Council approve Planning Commission Resolution P90-49 and direct staff to implement effective November 6, 1990. ATTACHMENTS 1. Planning Commission Resolution P90-49. ROD/721 Agenda Item: RESOLUTION NO. P90-49 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA CLARITA AMENDING RESOLUTION NO. P88-003, RELATING TO THE RULES AND ORDER FOR THE CONDUCT OF MEETINGS The Planning Commission of the City of Santa Clarita finds: A. Ordinance 89-23 of the City of Santa Clarita establishes regular meetings of the Planning Commission to be held on the first and third Tuesday of each calendar month (with exceptions) at the hour of the 6:30 p.m. and that the Commission should not take up an item after 12:00 p.m. B. Ordinance 89-23 also specifies that said meeting dates may be changed by resolution adopted by the Planning Commission and approved by the City Council. C. The Chairperson of the Commission should have the ability to limit the number of witnesses and the duration of testimony, unless otherwise modified by the Commission. D. The Planning Commission has determined that a meeting time of 7:00 p.m. on the first and third Tuesdays of each calendar month would be more convenient for Commissioners and the general public and that the Commission should not take up an item on the agenda after 11:00 p.m. NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA CLARITA, AS FOLLOWS: SECTION 1. Section 1 of Resolution No. P88-003 is amended to read: SECTION 1. MEETING TIMES. The regular meetings of the Planning Commission of the City of Santa Clarita shall be on the first and third Tuesdays of the month at 7:00 p.m. in locations as announced, provided that whenever the time for holding any of the meetings falls on a holiday, the meeting shall be held on the next business day unless otherwise ordered by the Commission. SECTION 2. Subsection I of Section 2 of Resolution No. P88-003 is amended to read: 5. The Chairperson may limit the number of witnesses and the time -of their testimony, and may establish a maximum total period of time for public testimony during the hearing, unless otherwise modified by a majority of the Commission. 0 PASSED, APPROVED, AND ADOPTED this 2nd day of October, 1990.
