BACKGROUND

The traffic engineering staff has conducted a study of traffic conditions at
Avenue Scott and Rye Canyon Road. Based upon the results of this study, it is
felt that traffic flow and safety can be enhanced by installing a
right -turn -only lane on Rye Canyon Road as shown on the attached EXHIBIT A.
This right -turn -only lane will allow eastbound vehicles on Rye Canyon Road to
decelerate apart from the through eastbound travel lanes before turning into
Avenue Scott. It will also provide northbound vehicles on Avenue Scott with
additional visibility and awareness of approaching traffic on Rye Canyon Road.
In order to install this right -turn -only lane, it will be necessary to prohibit
the stopping or standing of vehicles along the south side of Rye Canyon Road
from Avenue Scott to 335 feet west of Avenue Scott.
Observations have disclosed that motorists seldom park at this location. There
appears to be on -street and off-street parking facilities in the immediate area
sufficient to accommodate any vehicles displaced by the recommended parking
prohibition. /
RECOMMENDATION
Adopt Resolution No. 90-28 and direct staff to implement appropriate measures to
effect the regulations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, PROHIBITING THE STOPPING OR
STANDING OF VEHICLES ON RYE CANYON ROAD IN
THE CITY OF SANTA CLARITA
WHEREAS, modification of existing roadway markings to provide a
right -turn -only lane requires prohibiting stopping for vehicles on
certain portions of Rye Canyon Road.
WHEREAS, California Vehicle Code Section 22507 provides for
local authorities to prohibit or restrict the stopping, parking or
standing of vehicles on certain streets or highways, or portions thereof,
during all or certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
Section 1. That the stopping, parking or standing of vehicles
during all hours of the day shall be prohibited as follows:
(1) Rye Canyon Road, on the south side, from Avenue Scott to a
point 335 feet west of Avenue Scott.
Section 2. That the prohibition of stopping, parking or
standing of vehicles as provided herein shall apply when appropriate curb
markings or signs giving adequate notice thereof have been placed as
described in Section 1.
Section 3. That staff shall install the necessary curb markings
or signs to effect this Resolution.
