AGENDA.REPORT NEW BUSINESS DATE: July 24, 1990 SUBJECT: SAN FERNANDO R Resolution No. DEPARTMENT: Public Works BACKGROUND City Manager Approval Item to be presented by: John E. Medina UTILITY DISTRICT NO. 1 The widening of San Fernando Road between Magic Mountain Parkway and Lyons Avenue is scheduled to begin construction in 1991. It is appropriate that the existing overhead utilities in that area be relocated underground through the formation of an underground utility district. The approximate boundaries of the proposed underground utility district would be from Magic Mountain Parkway to Lyons Avenue, and would include the properties adjacent to San Fernando Road as shown on Exhibit "A". The Public Utilities Commission's Rule No. 20-A provides a funding mechanism for the undergrounding of overhead utilities. The Southern California Edison Company sets this money aside for undergrounding of their lines when a City adopts an underground utility district. The City receives .a Rule No. 20-A allocation of approximately $230,000 per year, and has a current balance of over $400,000. The proposed district would cost approximately $1,200,000, however, the Southern California Edison Company is willing to consider the advancement of the City's future year allocations to fund the project at :this time. Using these future allocations now will preclude the City from implementing other underground utility districts until the.advanced funds are repaid. Tight time constraints have been placed upon the City for the construction of the roadway improvements along San Fernando Road. Theseconstraints have resulted in an urgent need for the creation of the proposed district to allow sufficient time for the utilities to design and construct their new facilities. It is anticipated that the undergrounding work can be successfully coordinated with the street widening project. The City has established procedures for the creation of underground utility districts in Chapter 13.32, Division 2 of the City's Municipal Code. The Code provides that after a public hearing, the City Council may determine that the project meets the established criteria for an underground district, and adopt a resolution establishing the district. RECOMMENDATION It is recommended that the City Council authorize the staff to continue with the procedures required for the establishment of the _proposed San Fernando Road Underground Utility District No. 1, and approve the attached Resolution No. 90-143, setting August 14, 1990 as the date for -the required public hearing.— --- --_ Adopted: 4 Agenda Item:'' 0 ATTACHMENTS Exhibit "A" - District Boundary Map Resolution No. 90-143 /tw • i RESOLUTION NO. 90-143 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, SETTING A PUBLIC HEARING FOR THE ESTABLISHMENT OF THE PROPOSED SAN FERNANDO ROAD UNDERGROUND UTILITY DISTRICT NO. 1 IN THE CITY OF SANTA CLARITA WHEREAS, the City intends to construct roadway improvements along San Fernando Road between Magic Mountain Parkway and Lyons Avenue; and WHEREAS, it is advantageous to relocate the existing overhead utilities underground prior to the construction of said roadway improvements; and WHEREAS, the City has adopted Chapter 13.32, Division 2 of the Santa Clarita Municipal Code, setting forth procedures for the establishment of underground utility districts; NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does resolve, declare, determine,. an order that a public hearing be held on August 14, 1990 for the purpose of establishing the proposed San Fernando Road Underground Utility District No. 1.
