BACKGROUND
Each time a property, which is not within the boundaries of the Sanitation
District, is proposed for connection to a sewer, it must annex to the
District. In order for the District to provide treatment services, it must
share in the increase in tax revenue from the property, with all of the
existing taxing agencies, which includes the City. The District does not
receive any of the base tax rate of the property prior to annexation, it
shares only the increase.
In order to share in the increase, the District must adopt a joint resolution
with the Board of Supervisors of the County of Los Angeles acting in behalf of
the General County Purposes Fund, Public Library, Consolidated Fire Protection
District, Flood Control District; and the governing bodies of the City of
Santa Clarita and the Castaic Lake Water Agency. The resolution approves and
accepts the negotiated exchange of property tax revenues resulting from
Annexation to County Sanitation District No. 26 - Annexation No. 254. The
Council has adopted these resolutions in the past and a more detailed
explanation is on file in the Public Works Department.
RECOMMENDATION
City Council adopt Resolution No. 90-25.

ACTING IN BEHALF OF ,

THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 26 OF THE COUNTY
OF LOS ANGELES, AND THE GOVERNING BODIES OF
1. City of Santa Clarita
2. Castaic Lake Water Agency
APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES
RESULTING FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 26.
"ANNEXATION NO. 254"
WHEREAS, pursuant to Section 99 and 99.1 of the Revenue and Taxation Code, prior to the
effective date of any jurisdictional change which will result in a special district providing a new service, the
governing bodies of all local agencies who receive an apportionment of the property tax from the area must
determine the amount of property tax revenues from the annual tax increment to be exchanged between the
affected agencies and approve and accepted the negotiated exchange of property tax revenues by resolution,
and
WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the
amount of property tax revenues from the annual tax increments to be exchanged as a result of the
annexation to County Sanitation District No. 26 entitled "Annexation No. 254".
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS
1. The negotiated exchange of property tax revenues resulting from the annexation of territory
to County Sanitation District No. 26 in the annexation entitled "Annexation No. 254" is approved and
accepted.
2. For each fiscal year commencing on and after July 1, 1990 or after the effective date of this
jurisdictional change, whichever is later, the County Auditor shall transfer to County Sanitation District
No. 26 a total of 2.2852% of the Annual Tax Increment attributable to the land area encompassed within
Annexation No. 254.

3. No additional transfer of property tax revenues shall be made from any other taxing agencies
to County Sanitation District No. 26 as a result of this annexation.
4. No transfer of property tax revenues from properties within a community redevelopment
project shall be made during the period that the entire tax increment is legally committed for repayment
of the redevelopment project costs. The 1989-1990 assessed valuation shall be used as the tax base for
future tax increment determinations relative to this resolution.
The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles,
the Board of Directors of County Sanitation District No. 26 and the governing bodies of the taxing agencies
signatory hereto.
