Each time a property, which is not within the boundaries of the Sanitation
District, is proposed for connection to a sewer, it must annex to the District.
In order for the District to provide treatment services, it must share in the
increase in tax revenue from the property, with all of the existing taxing
agencies, which includes the City. The District does not receive any of the
base tax rate of the property prior to annexation, it shares only the increase.
In order to share in the increase, the District must adopt a joint resolution
with the Board of Supervisors of the County of Los Angeles acting in behalf of
the General County Purposes Fund, Public Library, Consolidated Fire Protection
District, Newhall Lighting District, Flood Control District; and the Board of
Directors of County Sanitation District No. 26 of the County of Los Angeles, and
the governing bodies of the City of Santa Clarita and the Castaic Lake Water
Agency. The resolution approves and accepts the negotiated exchange of property
tax revenues resulting from Annexation to County Sanitation District No. 26 -
Annexation No. 256. The Council has adopted these resolutions in the past and a
more detailed explanation is on file in the Public Works Department.
