Appointment to the Santa Monica Mountains Conservancy Advisory
Committee
Parks and Recreation
On September 7, 1990, Governor Deukmejian signed Senate Bill 1885 _adding .two
additional members to the Santa Monica Mountains Conservancy Advisory Committee,
effective January 1, 1991. The legislation provides that one of these members
shall be appointed by the City Council of the City of Santa Clarita. The Santa
Monica Mountains Conservancy notified the City on October 17, 1990, that they
would like the City to make their appointment and notify the Conservancy as soon
as possible.
A copy of Senate Bill 1885 is attached for the City Council's information. The
Santa Monica Mountains Conservancy Advisory Committee currently has both'city
and agency staff representatives, as well as citizen members representing the
various cities and agencies named in state legislation to the Advisory
Committee. Staff would like direction from the City Council as to whether they
would prefer to have a citizen member represent the City on the Advisory
Committee, or have City staff fulfill this role.
If the Council wishes to. have a citizen representative on the Advisory
Committee, staff will proceed with advertisements and a selection process.
Candidates would be screened and presented to.the City Council for appointment
at the first meeting in December.
It is recommended that the City Council provide direction to staff as to the_.
appointment for the City of Santa Clarita's representative to the Santa Monica '
Mountains Conservancy Advisory Committee.

10 (1) Under the Santa Monica Mountains Conservancy Act, the Santa
11 Monica Mountains Conservancy Advisory Committee is composed of 14
12 members.
13 This bill would add 2 members to the advisory committee, one to be
14 jointly appointed by the City Councils of the Cities of Agoura Bills and
15 Westlake Village, and one to be appointed by the Santa Cleaita City
16 Council, thereby imposing a state -mandated local program.
17 The bill would specify requirements as to the ethnic and racial
18 composition of the advisory committee.
19 (2) The California Constitution requires the state to reimburse local
20 agencies and school districts for certain costs mandated by the state.
21 Statutory provisions establish procedures for making that reimbursement.
22 This bill would provide that no reimbursement is required by this act
23 for a specified reason.

25 The people of the State of California do enact as follows--

27 SECTION 1. Section 33213 of the Public Resources Code is amended to
28 read:
29 33213. (a) The Santa Monica Mountains Conservancy Advisory Committee
30 is hereby created. The advisory committee consists of 16 members, as
31 follows:
32 (1) Five representatives of local governments from jurisdictions
33 including the Santa Monica Mountains, one of whom shall be appointed by
34 the Mayor of the City of Los Angeles, one of whom shall be appointed by
35 the Board of Supervisors of the County of Los Angeles, one of whom shall
36 be appointed by the City Council of the City of Thousand Oaks, one of
37 whom shall be appointed by the Board of Supenisors of the County of
38 Ventura, and one of whom shall be jointly appointed by the City Councils
39 of the Cities of Agoura Kills and Westlake Village.
40 (2) Six public members, two of whom shall be appointed by the
41 Governor, two of whom shall be appointed by the Senate Committee on
42 Rules, and two of whom shaU be appointed by the Speaker of the Assembly.
43 (3) The Chairperson of the Santa Monica Mountains National Recreation
44 Area Advisory Commission selected by the National Recreation Arca
45 Advisory Commission.
46 (4) One representative of the Rancho Simi Recreation and Park
47 District, to be appointed by the district board of directors.
48 (5) One representative of the Conejo Recreation and Park District, to
49 be appointed by the district board of directors.
50 (6) One representative of the Pleasant Valley Recreation and Park

1 District, to be appointed by the district board of directors.
2 (7) One representative of the City of Santa Clarita, to be appointed
3 by the city council.
4 Every effort shall be made to ensure that the ethnic and racial
5 composition of the advisory committee reflects the racial and ethnic
6 composition of the population of the State of California.
7 (b) The advisory committee shall select from among its members a
8 chairperson and a vice chairperson.
9 (c) no members of the advisory committee shall serve without
10 compensation, but shall be reimbursed for necessary expenses incurred in
11 the performance of their duties.
12 (d) The advisory committee has the following duties:
13 (1) Propose and review projects for conservancy action and report to
14 the conservancy regarding the conformity of the projects with the plan.
15 (2) Review proposed amendments to the pian.
16 (3) Provide opportunities for public participation.
17 (e) A majority of the total authorized membership of the advisory
18 committee constitutes a quorum for the transaction of any business of the
19 advisory committee.
20 SEC. 2. No reimbursement is required by this act pursuant to section 6
21 of Article XM of the California Constitution because this act is in
22 accordance with the request of a total agency or school district which
23 desired legislative authority to carry out the program specified in this
24 act.
