Medina i,7� DATE: August 28, 1990 SUBJECT: CITY OF SANTA CLARITA EMERGENCY PLAN RESOLUTION NO. 90-142 DEPARTMENT: Public Works BACKGROUND The Government Code requires emergency plans to be in effect in each political subdivision of the state. Section 2.40.080 of the Santa Clarita Municipal code requires the development of an Emergency Plan and states that the Plan shall take effect upon adoption by Resolution of the City Council and that its provisions shall have the force of law during a declared emergency. A Multihazard Functional Plan has been developed to meet conditions constituting a local emergency, state of emergency, or national security emergency. The Plan provides for the _organization, powers and duties, services and staff of the City's emergency organization. Pursuant to the provisions of the Municipal Code, the Plan has been reviewed -by the City's Emergency Preparedness Committee. In addition, the City's Emergency Services Staff reviewed the document, and modifications were made accordingly. This document will be revised as.conditions warrant. Following adoption by City Council, the document will be submitted to the Governor's Office of Emergency Services (DES) for review and comment. Any recommendations from OES will be incorporated into the first revision of the Plan. A partial test of the Plan will occur on October 29, 1990 .during a countywide exercise entitled "Disaster Response 1 9011. All inconsistencies, etc., identified as a result of this and all future tests and exercises, as well as actual events, will be addressed in revisions of the.Plan. An additional copy .of the Plan is available in the City Clerk's Office for preview. It is recommended that the City Council review and study the City of Santa Clarita Emergency Plan and direct staff to place this matter on the next Council agenda for the adoption of a resolution to implement the plan. ATTACHMENTS City of Santa Clarita Emergency Plan l Letter of Promulgation JEM:cw:hds continued To: 4��11 Agenda Item: RESOLUTION NO. 90-142 A RESOLUTION FOR ADOPTION OF THE CITY OF SANTA CLARITA EMERGENCY PLAN WHEREAS, the. threat of extraordinary situations associated with natural disasters, technological incidents and nuclear protection operations are an everpresent concern in the minds of responsible community leaders; and WHEREAS, the City of Santa Clarita recognizes its responsibility to protect life and property during disaster situations; and WHEREAS, the need for adequate preparedness to cope with the effects of disaster in its many forms is increasing with the dynamic population and industrial growth in our City; and WHEREAS, Chapter 2.40 of'Title 2 of the Santa Clarita Municipal Code provides the authority for the operation of an emergency plan, and this Council finds it is in the City's best interests that the City's Emergency Plan be prepared. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita does hereby approve and adopt the City of Santa Clarita Emergency Plan, dated January 1990, and authorizes distribution of this Plan for immediate implementation. IT IS FURTHER RESOLVED AND ORDERED by this Council as follows: Section 1. The functional plans and annexes required by this Emergency Plan shall be attached to and be a part of this Plan without further Council action upon their approval by the Director of Emergency Services. Section 2. All City agency/department heads are directed to develop the necessary plans, annexes and operational procedures required by' this Emergency Plan, with coordination, guidance and review to be provided.by the Emergency Preparedness Coordinator. Section 3. The Director of Emergency Services is authorized to incorporate into the City of Santa Clarita Emergency Plan any federal or state mandated regulations necessary to implement this Plan. The City of Santa Clarita has prepared this plan to ensure the most effective and economical allocation of resources for the maximum benefit and protection of the civilian population in time of emergency. While no plan can prevent death and destruction, good plans carried out by knowledgeable and well-trained personnel can and will minimize losses. This Plan establishes the Emergency Organization, assigns tasks, specifies policies and general procedures, and provides for coordination of planning efforts of the various emergency staff and service elements. The objective of this Plan is to incorporate and coordinate all the facilities and personnel of the City into an efficient organization capable of responding in the event of any emergency. This Emergency Management Plan is. an extension of the California Emergency Plan. It will be reviewed and tested periodically and revised as necessary to meet changing conditions. The City Council gives its full support to this plan and urges all officials, employees and citizens, individually. and collectively, to do their share. in the total emergency effort of the City of Santa Clarita.
