SUBJECT: Santa Clarita Oak Conservancy Contribution
DEPARTMENT: City Manager
BACKGROUND
Councilwoman Jan Heidt requested this item be placed on the agenda.
Since the City's incorporation, the City Council has supported the
protection of Santa Clarita Valley's beautiful oak trees.
Initially, City Council placed an oak tree moratorium, which was
later followed by the adoption of a City oak tree ordinance.
In our community, the Santa Clarita Oak Conservancy is also
actively involved in the advocacy of our native oak trees.
Planting of oak tree seedlings, education and preservation of oak
tree resources, are a few of the activities the conservancy
undertakes.
The City has received a request to provide financial support to
assist the Santa Clarita Oak Conservancy to complete their process
of incorporation and achieve non-profit status.
RECOMMENDATION
Defer consideration of a City contribution of $1,000 to the Santa
Clarita Oak Conservancy to the 1990-91 budget discussions in June.

Cecause you care about our native oak trees, we invite you to
join the Santa Clarita Oak Conservancy. We still have a job to
do and it is essential that we complete the process of incorpora-
tion, even though the price has doubled due to a change in state
law. We currently have $258.00 and need a total of $900.00.
$300.00 of this will be refunded after we achieve our nonprofit
status.
We have much to do, including:
- More oak tree seedlings to plant
- Oak Tree hermit cases to study
- Planning Commission meeting to attend
- Oak Care education to disseminate
(the city of Santa Clarita has developed some good
material which we can use)
- Promote more "Oak" awareness in our schools
(someone has suggested developing a videotape)
- An Oak Tree Ordinance to monitor
(in cooperation with the City's excellent oak consultant)
As the founding group of your Santa Clarita Oak Conservancy has
thought about the Conservancy structure, we feel (and have
sampled opinions from some of you) that you mould not welcome
frequent -:meetings, but would rather spend your time doing the
things.-listed.above when alerted by the project chairaren.
We have, therefore, drawn up proposed by-laws which call, for an
annual meeting at which a board of directors would be elected to
guide the Conservancy during the ensuing year. It is proposed
t.hat,.the annual meeting be held.in April this year for the
purpose of adopting by-laws, electing a Board of Directors,; and
.general discussion.. Notification regarding time, place, and
nominees will come in March.
