SUBJECT: Santa Clarita Valley Arts Council Request for Insert in City
Quarterly Report

BACKGROUND
The Santa Clarita Valley Arts Council has requested that the City consider the
funding of an insert for the Arts Council in each edition of its Quarterly
Municipal Report and Recreation Program. The insert would be used by the Arts
Council to promote membership activities and upcoming arts events. The insert
would be available in four-page increments, and would be printed with the same
paper and ink as the regular quarterly report and recreation program.
Staff has contacted Shorco Publishing, Inc., and obtained a cost estimate to
provide the four additional pages in each issue. The cost estimate for the
additional four pages is $1,200 per issue. The printing process used for the
publication requires that pages be added in four-page increments, so if the Arts
Council were to use less than four pages it would still require the addition of
four pages to the book, and the $1,200 cost would remain.
The deadline for the summer issue is May 29, 1990. Camera-ready copy would have
to be received from the Arts Council and submitted to Shorco by this date, in
order to be included in the summer issue. A regular schedule of deadlines for
future issues could be supplied to the Arts Council for future issues.
The City Council approved a request from the Arts Council in October of 1989 for
a $5,000 grant for operating expenses. The City Council noted at the time that
this would be a one-time grant, and that the Arts Council would be an
independent, self-supporting organization in the future. Approval of the
request for the insert would, in effect, create an on-going grant to the Arts
Council in the amount of $4,800 or more each year.
RECOMMENDATION
It is recommended that the City Council provide direction to staff regarding the
Arts Council's request for a $4,800 grant to fund inserts in the Quarterly
Municipal Report and Recreation Program.
