SUBJECT: Sign Amortization

BACKGROUND
Section 5497(j) of the California Business and Professions Code provides that if
a new city adopts an ordinance regulating on -premise signs within three years of
incorporation, it may be exempt from the requirement to pay. compensation for
requiring the removal of non -conforming on -premise signs. The City may then
establish its own accelerated amortization schedule for the eventual abatement
of non -conforming signs.
If a sign amortization schedule is not effectuated by the City before December
15, 1990, elimination of non -conforming signs will take the City longer and
require compensatory payment. This will frustrate the City's attempt to upgrade
and improve those areas which are suffering from sign blight.
RECOMMENDATION
That the Council direct staff to begin work on a sign amortization schedule as
an amendment to the zoning code and develop standards and.criteria for
replacement.signs with the Planning Commission. .
