AT GOLDEN OAK ROAD - EXTENDED LEFT TURN LANE
Mr. Gary Smith, Coordinator of Transportation Services for Wm. S. Hart Union
High School District requested that the left turn lane for westbound Soledad
Canyon Road at Golden Oak Road be extended to accommodate the additional
traffic, including school buses, that is expected to be generated by the
relocation of the school district's administration offices. The new facilities,
which include housing for 51 school buses, will be located on Redview Drive
south of Soledad Canyon Road with access taken by Golden Oak Drive and Golden
Triangle Road. The attached map indicates the location of the new school
district facilities.
Mr. Smith also requests that parking prohibitions be implemented near Golden Oak
Road and Golden Triangle Drive to accommodate school bus turning maneuvers. Mr.
Smith indicates that the district expects to occupy their new headquarters
within approximately one week of this date.
Soledad Canyon Road in the vicinity of Golden Oak Drive is a major four lane
highway with a raised median and marked bike lanes on both sides of the road.
The left turn lane is long enough to accommodate approximately six cars or three
school buses.
The Wm. S. Hart High School District reports an expected surge of school bus
traffic several times daily that will exceed the current available left turn
storage area. Concern has been expressed that any vehicle exceeding the
available storage space will extend into the adjacent through traffic lane. The
prevailing ,speed of through traffic on Soledad Canyon Road is estimated to
exceed 50 mph at this location.
The school district makes a valid point in their request for added storage
length on Soledad Canyon Road at Golden Oak Drive. There are two possible
solutions to the situation. The better solution would be to reconstruct the
median between Golden Road Way and Golden Oak Road to accommodate the greater
storage length. This would require the reconstruction of approximately 400 feet
of raised median at a cost of approximately $58,250.00. The work would take
between six to nine months to complete depending on design time and contract
negotiation.

An acceptable interim solution would be a restriping project that would utilize
a portion of the existing through traffic lanes for left turn storage and
realigning the through lanes northerly within the roadway. The bike lane would
be retained but parking would need to be eliminated. The parking prohibitions
are not expected to impact the adjacent properties. The cost of the interim
solution is estimated at $8,500.00.
RECOMMENDATION
An evaluation of these requests has been made. Based on the results. of this
evaluation, the following requests are made:
1. Revise the striping on Soledad Canyon Road as shown on the attached plan to
effectively lengthen the storage capacity of the existing left turn lane
for west bound traffic at Golden Oak Drive.
2. Adopt the attached Resolution No. 90-34 to establish "No Stopping Anytime"
regulations on the north side of Soledad Canyon Road from 1,500 feet east
of Golden Oak Road to 650 feet west of Golden Oak Road and post appropriate
signing to implement the regulations.
3. Direct the Public Works Director to place red curb markings near Golden Oak
Drive and Golden Triangle Road to improve maneuvering opportunities for
school buses.
4. Direct the Public Works Director to negotiate a permanent reconstruction of
the raised median on Soledad Canyon Road that will lengthen the left turn
storage lane within the median area.

RESOLUTION NO. 90-34
A RESOLUTION OF THE .CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, PROHIBITING THE STOPPING OR
STANDING OF VEHICLES ON SOLEDAD CANYON ROAD IN
THE CITY OF SANTA CLARITA
WHEREAS, modification of existing roadway markings to extend a
left turn pocket requires prohibiting stopping for vehicles on certain
portions of Soledad Canyon Road.
WHEREAS, California Vehicle Code Section 22507 provides for
local authorities to prohibit or restrict the stopping, parking or
standing of vehicles on certain streets or highwasy, or portions thereof,
during all or certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
Section 1. That the stopping, parking or standing of vehicles
during all hours of the day shall be prohibited as follows:
(1) Soledad Canyon Road, on the north side, from 1500 feet east
of Golden Oak Road to 650 feet west of Golden Oak Road.
Section 2. That the prohibition of stopping, parking or
standing of vehicles as provided herein shall apply when appropriate curb
markings or signs giving adequate notice thereof have been placed as
described in Section 1.
Section 3. That staff shall install the necessary curb markings
or signs to effect this Resolution.
