The City has received a request that parking be prohibited for driveway
clearance and improved visibility. The restrictions would prohibit vehicles
from parking too close to a driveway on the north side of Soledad Canyon Road
east of Solamint Road. This will allow vehicles exiting the driveway adequate
visibility of approaching vehicles to safely enter traffic. Attached for your
information is a copy of the Traffic Engineer's report on this matter.
RECOMMENDATION
Adopt Resolution, No. 90-56 prohibiting the stopping or standing of vehicles on
the north side of Soledad Canyon Road east of Solamint Road in the City of Santa
Clarita.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, PROHIBITING THE STOPPING OR STANDING OF VEHICLES ON
SOLEDAD CANYON ROAD EAST OF SOLAMINT ROAD IN THE CITY OF SANTA
CLARITA
WHEREAS, a request was made to prohibit parking near the
entrance/exit driveways to an established development on Soledad Canyon Road
east of Solamint Road; and
WHEREAS, it is consistent with normal traffic engineering practices
to establish clearance zones for visibility and maneuverability at certain
driveways; and
WHEREAS, Section 22507 of the Vehicle Code of the State of
California provides for local authorities to prohibit stopping or standing of
vehicles on certain streets, or highways, or portions thereof, during all or
certain hours of the day.
NOW, THEREFORE., THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That the stopping or standing of vehicles on the
following streets, or highways, or portions thereof, shall be prohibited
during all hours of every day.
(1) Soledad Canyon Road, on the north side, from Solamint Road to
410 feet east of Solamint Road.
SECTION 2. That the prohibition of stopping, parking or standing of
vehicles as provided herein shall apply when appropriate curb markings or
signs giving adequate notice thereof have been placed as described in Section.
1.
SECTION 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.

SUBJECT: PARKING PROHIBITION
SOLEDAD CANYON ROAD EAST OF SOLAMINT ROAD
REQUEST
The City has received a request that parking be prohibited along the north
side of Soledad Canyon Road east of Solamint Road. Concern was expressed for
traffic safety as motorists attempt to exit from a shopping center onto
Soledad Canyon Road. Sight restriction caused by vehicle parking adjacent to
the shopping center driveways was cited as the reason for this concern.
RECOMMENDATION
An evaluation of traffic and parking conditions has been conducted. Based
upon the results of this evaluation, it is recommended that parking be
prohibited on the north side of Soledad Canyon Road from Solamint Road to 410
feet east of Solamint Road. See attached Exhibit "A".
CONDITIONS
Soledad Canyon Road is an east/west arterial highway. Existing roadway
markings consist of a two-way left turn lane and four travel lanes, two in
each direction. On -street parking is generally permitted. The latest traffic
counts revealed a 24-hour volume of 42,500 vehicles. The posted speed limit
is 45 m.p.h.
A small neighborhood shopping center is located on the northeast corner of
Solamint Road and Soledad Canyon Road. Vehicles enter and exit the center via
two driveways on Soledad Canyon Road and one driveway on Solamint Road. A
fire station is located directly east of the center.
DISCUSSION
To conduct business and for convenience, motorists park on Soledad Canyon Road
adjacent to the shopping center driveways. In some cases, the vehicles
parking are large trucks. This on -street parking creates vision obstruction
for drivers, as they attempt to exit from the shopping center onto Soledad
Canyon Road.

More importantly, the view of westbound drivers on Soledad Canyon Road may
also be obstructed. These are the faster moving drivers that must be able to
observe and react if a critical situation should occur.
Adoption of the recommended parking restrictions will provide adequate
visibility and improve traffic safety at this location.
The estimated cost is $300.00.
