A traffic engineering study has been conducted at Soledad Canyon Road and Sierra
Highway. The results of this study indicate that traffic flow can be improved
if eastbound traffic in the number two through lane on Soledad Canyon Road has
the option to turn right onto Sierra Highway. This optional right turn can be
accomplished in addition to the existing free right turn only lane. The
optional turn would be allowed for passenger vehicles only around the existing
traffic island. The two lanes will continue south on Sierra Highway to merge at
a point approximately 1,320 feet south of Soledad Canyon Road.
This project will require the following Council actions:
• To accomplish the southbound merge movement, it will be necessary to
prohibit parking along the west side of Sierra Highway. A distance of
approximately 1,320 feet. A substantial amount of this area is already
regulated by red curb markings.
• The turning radius around the existing traffic island from the number two
travel lane is relatively short. For this reason, it will be necessary to
prohibit trucks from making a right turn from this lane.
• The westbound dual left turns on Sierra Highway and the southbound through
movements on Soledad Canyon Road are extremely heavy. For this reason it
will be necessary to impose no -right -turn -on -red restrictions for the
eastbound through lane on Soledad Canyon Road preparing to turn right from
the optional lane at Sierra Highway.
The proposed operation is shown on attached Exhibit "A".
RECOMMENDATION
Adopt Resolutions Numbers 90-70 and 90-71 and direct staff to implement
appropriate measures to effect the proposed project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, PROHIBITING THE STOPPING OR
STANDING OF VEHICLES ON SIERRA HIGHWAY IN
THE CITY OF SANTA CLARITA
WHEREAS, modification of existing roadway markings to provide an
additional. travel lane requires prohibiting stopping of vehicles on certain
portions of Sierra Highway.
WHEREAS, California Vehicle Code Section 22507 provides for local
authorities to prohibit or restrict the stopping, 'parking or standing of
vehicles on certain streets or highways, or portions thereof, during all or
certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE
AS FOLLOWS:
Section 1. That the stopping, parking or standing of vehicles during
all hours of the day shall be prohibited as follows:
(1) Sierra Highway, on the west side, from Soledad Canyon Road to a
point 1,320 feet south of Soledad Canyon Road.
Section 2. That the prohibition of stopping, parking or standing of
vehicles as provided herein shall apply when appropriate curb markings or signs
giving adequate notice thereof have been placed as described in Section 1.
Section 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.

RESOLUTION NO. 90-71
A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ESTABLISHING A TRAFFIC LANE
THAT WILL ALLOW ADDITIONAL RIGHT TURNS FROM
SOLEDAD CANYON ROAD TO SIERRA HIGHWAY.
RIGHT TURNS ON RED AND RIGHT TURNS
BY TRUCKS SHALL BE PROHIBITED
WHEREAS, increasing traffic volumes require a greater use of the
available roadway to improve right turns for eastbound traffic on Soledad Canyon
Road at Sierra Highway, and
WHEREAS, California Vehicle Code Section 22101 allows for local
authorities to erect traffic control devices to regulate the turning movement of
vehicles at intersections under their respective jurisdiction.
THEREFORE, the City Council of the City of Santa Clarita does resolve
as follows:
Section 1. That eastbound vehicles (excluding trucks) in the number
two through travel lane on Soledad Canyon Road shall have the option to turn
right onto Sierra Highway, except on red.
Section 2. That eastbound through traffic on Soledad Canyon Road shall
be prohibited from turning right on red at Sierra Highway.
Section 3. That staff shall install the necessary signs and markings
to effect this Resolution.
