BACKGROUND: On May 29, 1990, the City contracted with Hughes Heiss & Associates for space study services. Phase one of this project in which Hughes Heiss & Associates conducted initial interviews with the City Council and key staff in order to determine needs is complete. Phase two of the project includes production of detailed specifications as to footprinting of the City Hall site, projections of square footage, projections per function within the City Hall, discussion of future workload and staffing needs, recommendation of adjacencies, definition of other facility capabilities, and presentation of cost estimates. At this time, Hughes Heiss & Associates will present for review and comment the preliminary staffing projections and the space needs related to the projections. Non -office space, including meeting facilities, will also be presented. In regards to meeting space, the various.options available and the cost factor relating to each option must be explored before including the square footage in the final space program. Secondly, Hughes Heiss will present a range of staffing projections at five, ten, and twenty-year intervals. A decision must be made as to the level to include within the final space program. Finally, a preliminary site plan will be presented for the City Council's review and discussion. The final space study is scheduled for completion on September 21, 1990. The final document with complete square footages and adjacencies will be presented to the architectural firm selected for design purposes.
