Sponsorship of Youth Sports Teams Participating in State and
National Competition

The Santa Clarita Valley enjoys a diverse and active program of youth sports
provided" by a variety of non -profit -organizations. These organizations include,
but are not limited to, the William S. Hart Pony Baseball and Softball
Organization, the American Youth Soccer Organization, Canyon Country Little
League, as well as several other active youth sports organizations. The City
has received several requests for contributions in support of teams which have
qualified for state and national tournaments. Additional expenses are incurred
by team participants and their parents in order to participate and advance on to
state and national competition. The bulk of these expenses. are related to
travel and lodging.
When a team qualifies to participate in a state or national tournament, they are
required to assist in raising the funds necessary to pay for the travel, lodging
and meals associated with the team's participation. They frequently contact
local businesses and civic organizations in order to obtain donations to help
fund their expenses. Donations are usually in the $50 to $500 amount. The
opportunity to participate in a state or national competition is a tremendously
valuable and memorable experience for the youth involved. These tournaments can
provide a highlight for a young athlete, which can have a lasting impact on
their growth. and development as future citizens in our community. Although
qualification for state and national tournaments or competitions is difficult to
achieve, teams from the Santa Clarita Valley frequently qualify to participate
in these tournaments. Over the past five years, the Santa Clarita Valley has
averaged three to five teams from various youth sports organizations. which have
qualified to participate in either state or national competitions.
The City Council may wish to consider establishing a policy to support
non-profit youth sports teams, which qualify to participate in state or national
competitions sponsored by the national organizing body for the sport which
selects the California State champion or national champion team. These
tournaments should be culminating tournaments for teams qualifying through
district, regional and section tournaments. The policy should include a set
dollar amount, which the City would contribute to support the individual team's
efforts. Staff recommends that a fixed figure of $100 for ,teams which. qualify
for state competitions, and a fixed figure of $200 for teams which qualify for
national competitions be established as the initial amounts. The annual amount
available for sponsorships would be limited to $1,000, and awarded on a
first-come, first-served basis. nn(�1

FISCAL ANALYSIS
Staff estimates of the total dollar amount required to fund the support of non-
profit youth sports teams participating in state and national competitions would
be $1,000 per year. This estimate is based on a maximum of five teams
qualifying for state and/or national competitions. These funds are not
currently budgeted in the 1990/91 Fiscal Year Budget, and would require .the
council to authorize use of funds from the contingency budget.
RECOMMENDATION
It is recommended that the City Council consider establishing a policy to
support non-profit youth sports teams which qualify for state and national
competitions, and direct staff to develop a policy which establishes a $100
contribution for teams which qualify for state competitions and a $200
contribution to youth sports teams which qualify for national competitions. It
is also recommended that the City Council approve the transfer of $1,000 from
the City Council contingency fund to the promotions -and publicity line item in
the Parks and Recreation Department, account number 01-9000-232.

Mm. S. Hart Girls Softball Minor Division (10 a Under) will
be representing the Hart League and the Santa Clarita Vattey in
many exciting and competitive tournaments thick summer. Hart
entered the ASA (Amateur Softball Association) this year in hopes
to advance to the California State Championshiod July 20-22 in
ores, California and then receive an invitation to.the :National
Tournament which id being held in Chattanoogai TenfldltdNi August
3-5.
The team just recently defeated Sylmar in two very.._close
games (3-2 and 2-1) to win the ASA District Championship., The
regional tournament in Artesia is next on July 7th and 8th And if
the winning continues, on to the state.
As a result of their outstanding play in the District
Tournament, Hart has received an invitation to `th9 National
Tournament. This is a once-in-a-lifetime Opportunity for these
girls, as the invitations are extended only to the best teams. in
the country:
