HomeMy WebLinkAbout1990-10-30 - AGENDA REPORTS - STRATEGIC PLANNING PROCESS (2)0 NEW BUSINESS DATE: October 30, 1990 SUBJECT: Strategic Planni DEPARTMENT: City Manag& BACKGROUND AGENDA REPORT City Manager Approval Item to be presented by: Process Ken Pulskamp Due to the workload and demands attributed to the formation of a new City, on July 24 and 25 City staff conducted Santa Clarita's first strategic planning session. This session was conducted with the goal of setting out an, organizational plan and time table for addressing many issues currently facing Santa Clarita. A strategic plan is an action -oriented process by which key issues are identified. Once identified, an action plan is then developed to address such issues over a specified period of time. Over forty issues were identified in this first session. Since that time, staff has conducted quarterly reviews of this strategic plan. Most of the action plans have now been completed. As we near our third year of cityhood, it is an opportune time to again conduct a strategic planning session. However, rather than having City staff exclusively involved, it may be advantageous to include Council members,. Commissioners and citizens in the identification of issues, trends, and goals. In addition to the identification of issues, the strategic planning process' requires participants to evaluate the primary mission of the City in light of the immediate issues and trends and the organization's abilities to cope with such problems and opportunities. Once this mission statement is complete, the City Council and staff will formulate an action plan to address the issues.. The schedule, format and dates for the strategic planning session include: 1. 3 hour session to familiarize participants with strategic planning and concepts.. Thursday, February 7, 1991, 6:30 pm - 9:30 pm., 2. 6 hour session to identify key issues, trends, goals and develop mission statement. Small group format. Saturday, March 9, 1991, 10:00 am - 6:00 pm. 3. Study session with City Council to formulate action plan. April 3, 1991, 7:OO pm. 4. Plan review and adoption. May 14, 1991, City Council meeting. Alternative methods to conduct the strategic planning session include: 1. City staff conducts session -- cost $0. 2. Outside consultant and staff conduct session -- cost $6,000. 3. Outside consultant conducts session and prepares all necessary.background material as well as final report -- cost $40,000 - $60,000. RECOMMENDATION That the City Council authorize staff to begin strategic planning process and utilize the service of both City staff and outside consultant to'conduct session.
