Medina SUBJECT: TRAFFIC CONTROL AT THE INTERSECTION OF LIVE OAK SPRINGS ROAD ANh SADDLEBACK ROAD Resolution No./00-158 DEPARTMENT: Public BACKGROUND The traffic engineering staff conducted a study of the need for traffic controls at the intersection of Live Oak Springs Canyon Road, Saddleback Road and Crystal Springs Road. This four-way intersection currently has no traffic controls. Drivers' views are somewhat obstructed by fencing on the southwest comer and embankments on the north side of Live Oak Springs Canyon Road. It is felt that traffic safety will be enhanced at the. intersection with the installation of stop controls on Saddleback Road and Crystal Springs Road. As indicated in the attached copy of the Traffic Engineers Report, the intersection is partially in the County. Action by the Board of Supervisors will be required to install a stop sign on Crystal Springs Road. The two stop signs at the intersection should be installed simultaneously. Approve Resolution No. 90-158 as recommended by traffic engineer. ATTACHMENT Resolution No. 90-158 Engineers Report JEM:kj:hds Adopted: s� Agenda Item: 9-1 _ - RESOLUTION NO. 90-158 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING STOP CONTROL AT THE INTERSECTION OF LIVE OAK SPRINGS CANYON ROAD, SADDLEBACK ROAD AND CRYSTAL SPRINGS ROAD WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a stop intersection. WHEREAS, traffic operation at the intersection of Live Oak Springs Canyon Road with Saddleback Road and Crystal Springs Road would benefit from such a designation. THEREFORE, The City Council of the City of Santa Clarita does resolve as follows: Section 1. That the following intersection is designated as a stop intersection with the following stop control: (1) Traffic on Saddleback Road shall be required to stop. for traffic on Live Oak Springs Canyon Road. Section 2. That the stop designation as provided herein shall apply when appropriate signs and pavement markings giving adequate notice thereof have been place as described in Section 1. Section 3. That staff shall install necessary signs and pavement markings to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of , 1990. The lack of intersection right-of-way control coupled with prevailing traffic speeds on Live Oak Springs Canyon Road were major issues for the request. An evaluation of the above concerns has been conducted. Based on the evaluation, it is recommended that traffic on Saddleback Road be required to stop for traffic on Live Oak Springs Canyon Road. The northern leg of the intersection, Crystal Springs Road, is within County of Los Angeles Jurisdiction; consequently, County staff is evaluating stop controls on this approach. The stop controls should be coordinated for simultaneous installation. CONDITIONS Live Oak Springs Canyon Road is a two-lane east -west residential collector street with a width of 40 feet. The street is constructed with mountable curb and no. sidewalks. Saddleback Road extends to the south of Live Oak Springs Canyon Road, and Crystal Springs Road extends to the north of the same intersection. Both intersecting streets are of the same width and design as Live Oak Springs Canyon Road. Live Oak Springs Canyon Road currently has a 45 m.p.h. speed limit, and the other streets are not posted. No right-of-way controls or pavement markings exist at the intersection. Live Oak Springs Canyon Road, west of the intersection, is the primary access to the adjacent residential area; however, regional access is also available via Saddleback Road and Condor Ridge Road. Saddleback Road directly serves about 30 residential units, and it will terminate in a cul-de-sac south of Condor Ridge Road. Crystal Springs Road serves about six homes, now under construction. Live Oak Springs Canyon Road, east of the intersection, is being developed with about 20 homes. It is planned to extend live Oak Springs Canyon Road to Soledad Canyon Road at a future date. LIVE OAKS SPRINGS CANYON ROAD & SADDLEBACK ROAD July 24, 1990 Page 2 Live Oak Springs Canyon Road has been dedicated to the City. Saddleback Road and Crystal Springs Road are still under private ownership, but they are planned to be public streets. Crystal Springs Road is not currently within the Santa Clarita City limit, but annexation is in process. The existing City boundary is illustrated in the attached sketch: DISCUSSION The intersection is located in a newly developing area of the City. Traffic demand through the intersection is currently light, but it will increase as additional homes are completed and occupied. Intersection approach visibility is limited for drivers approaching the intersection by a fence and foliage on the southwest corner and by embankments on the north side of Live Oak Springs Canyon Road. Stop controls on Saddleback Road and on Crystal Springs Road at Live Oak Springs Canyon Road would benefit traffic flow through the intersection by appropriately assigning right-of-way to the more important roadway. The combination of high speed and restricted view of the intersection indicates that stop controls would be an appropriate control measure. Since Crystal Springs Road is within County of Los Angeles jurisdiction, the Board of Supervisors must approve installation of controls on this approach. County staff is currently investigating the intersection for the installation of stop controls. The two stop signs would be installed simultaneously. EC:kj:hds
