The overall improvements of more than 20 minute reduction and traffic time for Bouquet Canyon Rd. and Seco Canyon Road which is primarily due to the quick fix improvements and opening of Decoro Drive. There is also a reduction of 5 to 7 minutes on traffic time along Soledad Canyon Rd. due to a number of double left turn improvements made at various intersections and there has been a 5-10 minute improvement during peak hours on Valencia Blvd. As a result of this the 19 quick. fix traffic improvements and the opening of Decoro Drive has substantially improved the major area of congestion in the City. RECOMMENDATION Receive report ;gnnda Item; • (3/20/90) 4V • 012"IN E The public works department recently conducted a study and polled employees of the City to ascertain the effectiveness of the 19 "quick fix" traffic improvements in the City. The goal of the study and poll was to determine how much time is being saved on commuter travel times within the City. Three areas were targeted for evaluation. They are: 1. The Bouquet Canyon Road/Seco Canyon Road area 2. Soledad Canyon Road 3. Valencia Boulevard 1. Bouquet Canyon Road/Seco Canyon Road: PHYSICAL IMPROVEMENTS: * Three -lane striping on Bouquet Canyon Road * Reconfiguration of the median at Seco Canyon Road * The extension of Decoro Drive at McBean Parkway * Improved signal timing and coordination RESULTS: Improvements along the Bouquet Canyon Road/Seco Canyon Road corridor have resulted in significant travel time improvements. This includes an overall improvement of more than 20 minutes for travel, which was timed during peak hours. During peak morning hours, commuters have cut their drive -time in the City from 30 to 40 minutes, down to 6-8 minutes. During peak afternoon hours, travelers have reduced a typical 30-40 minute commute to 10 minutes. 2. Soledad Canyon Road: PHYSICAL IMPROVEMENTS: Improvements made to Soledad Canyon Road include: * Double left turns at Rainbow Glen Drive * Double left turns at Camp Plenty Road * Double left turns at Sierra Highway * Triple left turns at Sierra Hwy. at Soledad Cyn. Rd. * Improvements to signal timing and coordination Page 2 RESULTS: The bulk of the improvements are at signals where before, drivers typically waited for two or three light changes before completing a left turn. With the double left turns added, drivers are able to complete a left turn, almost always at a first attempt, cutting about 5-7 minutes off of their waiting time at a light. 3. Valencia Boulevard: PHYSICAL IMPROVEMENTS: * New parking restrictions were posted to facilitate striping for additional traffic lanes. RESULTS: Those travelling on the Valencia Boulevard corridor between Magic Mountain Parkway and Bouquet Canyon Road have experienced a five to 10 minute improvement during peak hours. This improvement is a result of parking restrictions being placed along this section of roadway, which allowed for stiping of additional traffic lanes. Additionally, this corridor has also benefited from the Decoro Drive extension, which has provided a second access to the Bouquet Canyonn Road/Seco Canyon Road corridor.
