AGREEMENT
The Planning Commission has reviewed several projects within the Valencia
Industrial Center. As part of their review, they have concurred with staff's
recommendations that the installation of traffic signals at certain
intersections is necessary as development proceeds. They have also recognized
that much of the Industrial Park is already developed and that it is an extreme
burden on individual projects to be required to install these signals at their
sole expense. Recognizing this, they have suggested that a reimbursement
mechanism be established in order to spread the total cost over all of the
remaining lots to be developed. We have been working toward establishing a
program to implement the Commission's suggestion.
Portions of the Center are in the City and portions are in the County. "In
addition, much of the property is still under the ownership and/or control of
Newhall Land and Farm. Staff as well as representatives from Newhall Land and
Farm and the Los Angeles County Department of Public Works have met to consider
a proposal which we could present to both the City Council and the Board of
Supervisors. A mechanism exists under both City and County Ordinances that
would allow implementation of this program. Both entities have a procedure
known as "Procedural Ordinance for Financing of Public Facilities" to accomplish
this work.
We have determined from traffic studies that there is a need for four signals
within the Center. The location for these signals are:
• Avenue Scott and Rye Canyon Road
• Avenue Scott and Avenue Stanford
• Avenue Scott and Avenue Tibbitts
• An intersection in the County which will be identified as soon as traffic
patterns are established in the area
The ordinance would allow the City and/or Newhall Land and Farm to construct any
one of these signals or all of them prior to full development of the Center.
This would be an advance contribution to the District and would be reimbursed
through payments as building permits are issued. Since we have already budgeted
the signal at Avenue Scott and Avenue Stanford, this District would certainly
allow the City to recover these funds to use for other road and/or si nal
improvements in other areas of the City—

If the Council is receptive to this concept, we will meet with both Newhall Land
and Farm and representatives from the County to work out the details of this
District. Upon a mutual understanding by all concerned, we will bring back a
report recommending that the Council adopt a resolution that will declare'your
intent to form a Traffic Signal. Reimbursement District in the Valencia
Industrial Center.
RECOtMiENDATION
The City Council direct staff to bring back areport and resolution on the
implementation of funding traffic signal improvements under the City's•
Procedural Ordinance for Financing of Public Facilities.
