SUBJECT: APPLICATION FOR STATE/LOCAL TRANSPORTATION
PARTNERSHIP PROD CTS
Resolution Numb: 90-83 (S.B. 300)

BACKGROUND
Senate Bill. (S.B.) 300, formerly S.B. 140, Transportation Partnership Program
continues the program into its second year to identify and construct locally
supported projects which are critically needed by the local community.
Proportionally, an estimated $200 million will be distributed by the State for
those projects deemed eligible. An eligible project for funding under S.B. 300
must be locally constructed on a local road, a state highway, or an exclusive
mass transit guideway. Additionally, the completed project.must either increase
capacity, extend service to a new area, or extend the useful life of the roadway
a minimum of 10 years.
Projects selected for the application of Senate Bill 300 funding which meet: the
eligibility requirements as specified are:
1) Rotunda Drive, et al. (Overlay).
2) Cherry Street, et al. (Overlay).
3) Barbacoa Drive, et al. (Overlay).
4) Soledad Canyon Road at Golden Oaks Road (Lengthen Left Turn Pocket).
5) Soledad Canyon Road west of Oak Springs Canyon Road (Lengthen Left Turn
Pocket).
6) Soledad Canyon Road at Luther/Homyr (Lengthen Left Turn Pocket).
7) Valencia Boulevard-Soledad Canyon Road from I-5 to Sand Canyon Road
(Synchronize Signals).
8) Lyons Avenue from 1-5 to San Fernando Road (Synchronize Signals).
9) South side of Valencia Boulevard west of Bouquet Canyon Road (Lengthen third
through lane approaching intersection).

10) Sierra Highway (northbound) from Route 14 Freeway Off -Ramp to
Jakes Way (Widen bridge over railroad and relocate sidewalk to
provide for third lane striping).
11) Sierra Highway (southbound) from south of Soledad Canyon Road to
Via Princessa (Add sidewalk to west side of bridge over river to
accommodate three striped lanes).
12) Bouquet Canyon- Road at Alamagordo Road, Centurion Way, Haskell
Canyon Road and Urbandale Avenue (Lengthen left turn storage
lanes for increased capacity).
All or some of the projects listed above may be selected to become eligible -for
participation under the S.B. 300 guidelines. The projects that are selected
under these guidelines must be awarded prior to June 30, 1992.
RECOMMENDATION
1. The City Council approve Resolution No. 90-83, approving the
formal application for State/Local Transportation Partnership
Projects (S.B. 300).
2. The City Council authorize the Public Works Director to provide
Caltrans with a certified copy of Resolution No. 90-83.

A RESOLUTION OF THE CITY COUNCIL OF .THE CITY OF SANTA CLARITA,
CALIFORNIA, APPROVING FORMAL APPLICATION.FOR
STATE/LOCAL TRANSPORTATION PARTNERSHIPPROJECTS
(SENATE BILL 300)
WHEREAS, the California State Legislature has authorized Senate Bill 300 -
State/Local Transportation Partnership Project to identify and construct locally
supported transportation projects; and
WHEREAS, the adopted procedures established by the State of California
Department of Transportation require the applicant to certify City Council's
approval by resolution prior to submission of applications to the Department of
Transportation; and
WHEREAS, the City Council of the City of Santa Clarita hereby resolves as
follows:
1. The Director of Public Works is authorized and acted within his
authority to submit appropriate transportation projects for consideration of
grant funding pursuant to Senate- Bill 300 as included in the City of Santa
Clarita five year Capital Improvement Program.
2. The City Council certifies that the City of Santa Clarita understands
the assurances and certifications.contained in the application.
3. The City Council supports the following transportation projects for
grant funding pursuant to Senate Bill 300 and endorses the application submittals
for:
a) Rotunda Drive, et al. (Overlay).
b) Cherry Street, et al. (Overlay).
c) Barbacoa Drive, et al. (Overlay).
d) Soledad Canyon Road @ Golden Oaks Road (Lengthen Left Turn Pocket).
e) Soledad Canyon Road west of Oak Springs Canyon Road (Lengthen Left
Turn Pocket).
f) Soledad Canyon Road @ Luther/Homyr (Lengthen Left Turn Pocket).
g) Valencia-Soledad Cyn from I-5 to Sand Canyon (Synchronize Signals).
h) Lyons Avenue from I-5 to San Fernando Road (Synchronize Signals).
