Transmittal of General Plan
to the Planning Commission

At the City Council Study Session of November 7, 1990, the Council met, received
the Draft General Plan from the General Plan Advisory Committee, and discussed ,♦
several related issues. Staff was directed to prepare a document -to transmit
the Draft General Plan to the Planning Commission with instruction to .the'.
Planning Commission .to further evaluate several issues. These issues related to
the specificity or focus of the General Plan, Significant Ecological Areas,
special standard districts, mobile homes in commercial zones, and Council
authority for zone changes. These issues and a preliminary schedule are briefly.
addressed in this report and are. included in the recommended motion to: the.
Planning Commission.
Level of Specificity & Focus: The City Council .heard the recommendation of the
General Plan Consultant that the General Plan needs more focus in order to
provide clear and concise direction for future development within the.City and
the Planning area and act as a guide for the preparation oftheZoning Ordinance
and other implementing ordinances. The General Plan Advisory Committee,
however, feels that the General Plan should be general in nature -in order to
provide a framework for development and broad direction for reasonable
flexibility.in the future.
Significant Ecological Areas: Significant Ecological Areas (SEA4s) were
discussed with the expressed intent that they be retained and described in
detail in the General Plan. A detailed discussion of -Significant Ecological
Areas is found in the General Plan'on Pages OS -4 through OS -6 together with a
map (Exhibit OS -2).
Special Standards Districts: A request was made during the public participation
portion of the Study Session to initiate a special study of the Placerita Canyon
area and the proposed special standards district drafted by the Placerita Canyon,
Homeowners Association, with the further request that this study be.concurrent
with consideration of the General Plan. Councilmembers indicatedthat other
areas may also be appropriate for special study and that the Planning Commission.
should take. into consideration, in connection with their review of the General
Plan, the appropriate level and extent to which the General Plan should address
special standard districts and studies.

Mobile Home Parks in Commercial Zones: The suggestion that existing mobile home
parks having commercial zoning should retain .such zoning was discussed, with
direction to the Planning Commission to further study this issue.
Authority for Zone Changes: A question was raised regarding the legal rights of
established zoning relative to the General Plana The City Attorney has been
consulted and has advised that the City always has ,the power to modifyzoning
and is obligated. to conform zoning to the provisions of the General Plan.
Further, any use which is -lawfully established which does not conform to a
revised zoning ordinance would become a legal non -conforming use. The City
Attorney will be prepared to further discuss this subject at the meeting, should
the Council so desire.
Schedule: The suggested schedule for consideration of the Draft General Plan,
is generally as follows:

The above schedule gives the Planning Commission: approximately four months for
review, deliberation and recommendations on the General Plan and approximately
three months for City Council review and adoption.
RECOMMENDATION:
It is.recommended that the City Council:
1. Accept the General Plan from the General Plan Advisory Committee;
2. Authorize the General Plan Advisory Committee to reconvene in
approximately January, 1991 to receive additional information .and
finalize their recommendation on the Circulation Element. and the Land Use
Map; and
3. Transmit the- Draft General Plan to the Planning Commission with the
following direction:

a. That the Planning Commission consider the recommendation of the
General Plan Consultant and General Plan Advisory Committee and
determine whether additional focus and specificity is ,appropriate
for the General Plan, incorporating additional direction into the
General Plan, if appropriate;
b. That the Planning Commission consider whether the subject' of
Significant Ecological Areas and their protection 'is adequately
addressed in the General Plan;
C. That the. Planning Commission consider the subject of special
standards, studies, and districts throughout the Planning area and
determine whether it is appropriate to conduct speciaL..studies at
this time and whether standards should be incorporated into the
General Plan;
d. That the Planning Commission is directed to study those mobile home
parks currently located in commercial zones and determine if
retention of commercial zoning and a Commercial General: Plan
Designation is appropriate; and
e. That the Planning Commission is requested to commence public
-
hearings on the plan in January, 1991; give due consideration, to the
recommendations •of the General Plan Advisory Committee and - members'
of the public; and strive to complete a recommendation on the
General Plan prior to the tentatively scheduled joint meeting,of the
Planning Commission and City Council on March 6, 1991.
