HomeMy WebLinkAbout1990-11-27 - AGENDA REPORTS - TREE PLANTING SERVICES (2)a • CONSENT CALENDAR AGENDA REPORT DATE: November 27, 1990 City Manager Approve Items to be presente Jeff Kolin SUBJECT: Resolution Stating City's Authority to Include an Addendum To General Service Agreement No. 59605 Adding Tree Planting Services DEPARTMENT: Parks and Recreation BACKGROUND The Parks and Recreation Department has included $60,000 for tree planting in the fiscal 1990-91 budget. Our goal is to plant approximately 1,000 trees per year throughout the City on a yearly basis to bring our tree inventory up to standard. In the past, L.A. County Department of Parks and Recreation has Provided us trees from their Marshall Canyon tree farm in LaVerne and has installed them at a very competitive price. Ve would like to continue using their services under the existing General Service Agreement between the City and the County, No. 59605. It would be an addendum to the already active Service Agreement to include ._trees and planting at a price of $51.00 per tree for fiscal 1990-91. Future year prices may vary depending on salaries and tree stock prices. In order for such an addendum to be included in the .active GSA No. 59605, it must first be approved by the City Council. It is- recommended that the City Council approve Resolution No. 90-196 authorizing the City to include trees and planting by the County Department of Parks and Recreation under the terms set forth. ATTACHMENTS Resolution No. 90-196 Agenda Ifem:..S r RESOLUTION NO. 90-196 C� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA CONCERNING THE PERFORMANCE OF PARKS AND RECREATION TREE PLANTING SERVICES BY THE LOS ANGELES COUNTY PARKS AND RECREATIONS DEPARTMENT WHEREAS, the City of Santa Clarita has entered into a General Services Agreement with the County of Los Angeles; and WHEREAS, under the General Services Agreement, The City is authorized to contract with the County Parks and Recreation Department for services; and WHEREAS, it is the desire of the City Council.of the .City of Santa Clarita to contract with the County Department of Parks and Recreation Services to provide those services within the City of Santa Clarita in fiscal year 1990-91; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA that: Section 1 The City of Santa Clarita,. hereinafter referred to as the "City", and the Los Angeles County Department of Parks and Recreation, Marshall Canyon Tree Farm, hereinafter referred to as the "Tree Farm": 1. The Tree Farm shall make available nursery stock of 1,000 mature 15 -gallon size trees annually for the City. 2. The City agrees to pay to the Tree Farm for 15 -gallon size nursery stock at a rate of $20 per tree. 3. The City agrees to provide a tree list extended over a 5 -year period indicating the types of trees desired within the next 5 years; however, it is mutually agreed that the Tree Farm Service Agreement shall be effective for a term of one year, and at the term of the Agreement both parties may renegotiate a new written agreement as so desired. 4. The Tree Farm shall provide labor and equipment to plant 15 -gallon size trees within the City at the rate of $31 per tree. Tree planting scope of work to include: a. Digging a hole for planting a tree at a width twice the size of the container, and 1-1/2 times the depth of the container. b. Amend the soils 252 to 35Z with soil amendments provided by the City. Soil amendments are to be thoroughly mixed with backfill soil. In sandy soils amend 502. C. Water plant material two to four times a week according to weather conditions. Watering cycle to begin at the start of tree planting project and terminate at the end of project or last phase of planting. All newly planted trees are to be watered throughout the duration of the designated planting project. d. Double stake and tie trees with City provided materials. e. Additional work such as installing root barriers, tree well covers, removing existing trees and Saturday watering may be charged to the City as an extra above and beyond the normal scope of work rate, at a cost recovery rate provided on Attachment A - Special Operations Division Tree Farm Estimated Cost. 5. The Tree Farm shall guarantee tree replacements of .dead trees due to installation error(s), if any. Section 2 The Board of Supervisors of the County of Los Angeles is hereby requested to provide the foregoing described services under the terms of the General Services Agreement. Section 3 The County may termination the performance of the above described services at any time by. giving ninety (90) days prior written notice to the City. The City may terminate the County services as of the first day of July of any year upon thirty (30) days prior written notice to County. Notwithstanding. any provision to the contrary, the City may also terminate the County's services upon written notice to County giving sixty (60) days prior to the date or proposed termination. Section 4 The City Clerk is directed to forward a certified copy of this resolution to the Clerk of the Board of Supervisors. PASSED, APPROVED, AND ADOPTED this _ day of 1990.
