HomeMy WebLinkAbout1990-09-25 - AGENDA REPORTS - UNIFORM/LOCKER RENTAL (2)AGENDA REPORT City Manager Approval Item to be presented CONSENT CALENDAR Jeff Kolin DATE: September 25, 1990 SUBJECT: Award Of Bid For Uniform an LLo ker Rental Services DEPARTMENT: Parks and Recreation " BACKGROUND On August 21st the City Clerk opened bids for the provision of maintenance uniforms and lockers in the form of a two-year rental agreement. The Parks and Recreation Department now: has 15 full-time field service personnel who will be wearing these uniforms, and provisions have been made in the contract to add the Public Works field workers when that Department becomes a full service provider. The Parks and Recreation uniforms have dark brown pants and a light tan shirt with the employee name and the City logo affixed to the shirt; a dark brown jacket with a zip -out lining is also included. Public Works will select their own colors when that time arrives. At bid opening five vendors supplied quotations with results as follows: 1) Angelica $ 3,364.90 2) Unitog 3,672.30 3) Cadet 4,104.50 4) Prudential 4,685.00 5) Mission 4,760.00 (supersedes prior bid) (after arithmetical correction) Analysis of the bids showed some discrepancies from bid specifications and instructions. Unitog sent. in two bids, each with a different cost and. a different date.After consultation with the City Attorney, staff requested'a letter from the bidder identifying whether or not the second bid superseded the first bid, which they stated by phone on September 12th that it did. Therefore, Unitog's bid was $3,672.30. Mission Uniform was the low bidder, but analysis demonstrated that they made an obvious arithmetical error and their real bid was $4,760.99 and not $2,958.04. Angelica Uniform was the next lowest bidder, but they did not provide uniform samples at the time of bid opening as required in the bid instructions. However, bid instruction 15 authorizes the City .to waive any informality. in any bid, and the City Attorney advised staff that as long as the uniform samples were provided during the evaluation process (and they were), the bid was acceptable. Angelica Uniform thus becomes the lowest acceptable bid at $3,364.90. APPHOunu#9 Agenda Item: FISCAL IMPACT To provide a professional looking field work force the Parks and Recreation Department has budgeted funds in account 101-9200-227 to pay for this service. RECOMMENDATION It is recommended that the contract for uniform rental be awarded to Angelica Uniform in the amount of $3,364.90 for fiscal year 1990-91.
