BACKGROUND
The widening of San Fernando Road between Magic Mountain Parkway and Lyons
Avenue is scheduled to begin construction in 1991. It is appropriate that the
existing overhead utilities in that area be relocated underground through the
formation of an Underground Utility District.
The City has established procedures for the creation of Underground Utility
Districts in Chapter 13.32, Division 2 of the City's Municipal Code. The Code
provides that after a public hearing, the City Council may determine that the
project meets the established criteria for an Underground District, and adopt a
resolution establishing the district.
At its July 24, 1990 meeting, the City Council set a date for a public hearing
and authorized staff to proceed with the procedures necessary for the formation
of the proposed Underground Utility District.
The attached Engineer's Report sets forth the limits of the district, enumerates
the costs to the utilities and to the private property owners. It also
discusses the time frames required for the completion of the undergrounding
work. The report defines the precise boundaries for the district and provides
for exemptions for specific utility crossings.
In reviewing the extent of the proposed district with the affected utility
companies, there are design issues regarding. the conversion to underground
service for adjacent properties which will require further analysis. This
analysis and the legal time limits for environmental review require that we
reschedule the hearing on their district for September 25, 1990. Prior to the
rescheduled hearing, we will send each property and business owner affected by
the district a notice of the rescheduled hearing.
We have sent a letter to each property owner informing them that the hearing is
to be rescheduled.

PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City
of Santa Clarita for the establishment of the proposed San Fernando
Road Underground Utility District No. 1 in the City of Santa
Clarita along San Fernando Rd. between Magic Mountain Parkway and
Lyons Avenue.
The hearing will be held by the City Council in the City Hall
Council Chambers, 23920 Valencia Blvd., 1st Floor, Santa Clarita,
the fourteenth day of August, 1990, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be
heard on this matter at that time. Further information may be
obtained by contacting the City Clerk's Office, Santa Clarita City

RESOLUTION NO. 90-143
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, SETTING A PUBLIC HEARING FOR THE ESTABLISHMENT
OF THE PROPOSED SAN FERNANDO ROAD UNDERGROUND UTILITY DISTRICT NO. 1
IN THE CITY OF SANTA CLARITA
WHEREAS, the City intends to construct roadway improvements along
San Fernando Road between Magic Mountain Parkway and Lyons Avenue; and
WHEREAS, it is advantageous to relocate the existing overhead
utilities underground prior to the construction of said roadway
improvements; and
WHEREAS, the City has adopted Chapter 13.32, Division 2 of the Santa
Clarita Municipal Code, setting forth procedures for the establishment of
underground utility districts;
NOW, THEREFORE, the City Council of the City of Santa Clarita,
California, does resolve, declare, determine, an order that a public
hearing be held on September 25, 1990 for the purpose of establishing the
proposed San Fernando Road Underground Utility District No. 1.

appropriate that the existing overhead utilities in that area be
relocated underground through the formation of an underground utility
district.
P.U.C. RULE 20-A
The Public Utilities Commission's Rule No. 20-A provides a funding
mechanism for the undergrounding of overhead utilities.
ENABLING ORDINANCES
The City has established procedures for the creation of underground
utility districts in Chapter 13.32, Division 2 of the City's Municipal
Code. The .Code provides that after a public hearing, the City Council
may determine that the project meets the established criteria for an
underground district, and adopt a resolution establishing the
district.
At its July 24, 1990 meeting, the City Council set a date for a public
hearing and authorized staff to proceed with the procedures necessary
for the formation of the proposed underground utility district.
DISTRICT LIMITS
The bounds of the district consist of that portion of land lying 80
feet easterly of and 100 feet westerly of the center lines of San
Fernando Road and Bouquet Canyon Road as they existed on August 14,
1990, between a point 1300 feet north of the intersection of the
center lines of San Fernando Road and Drayton Street to the
intersection of the center lines of San Fernando Road and Lyons
Avenue, with certain exceptions as noted in the attached legal
description and shown on the district boundary maps.
AFFECTED UTILITIES
The utilities affected by the formation of this district include the
Southern California Edison Company (SCE), the Pacific Telephone
Company (PACTEL), King Video Cable (KVC), Western Union (WU) and
private communications systems belonging to the County of Los Angeles
(LACO).
The following overhead utility facilities will be exempted from the
undergrounding requirements of this district:
1. SCE, Saugus -Lockheed -Thatcher Glass (71381), and Saugus -
Newhall No. 3 (71461), 16KV and 66KV crossings and SCE pole

All structures associated with these crossings, including span guys,
down guys and related hardware shall also be exempted from the
district.
AFFECTED PROPERTY OWNERS
The properties affected by the undergrounding district are all
commercial or industrial developments. The district boundaries have
been established to exclude adjoining residential properties, and to
minimize the impact to the trailer court located at 24833 San Fernando
Road. The list of affected property owners, and their lots as defined
in the most recent Assessor's Books are attached to this report. It
is anticipated that the cost to the property owners would be in the
range of, $800 to $3000 depending upon the age of their existing
electrical switch gear, and the presence of on-site private power
poles.
CONSTRUCTION COSTS
The City receives a Rule 20-A allocation from the Southern California
Edison Company of approximately $230,000 per year. Santa Clarita's
current Rule 20-A fund balance is over $400,000. The proposed
district would cost approximately $1,200,000, however, the Southern
California Edison Company is willing to consider the advancement of
the City's future year allocations to fund the project at this time.
TIME OF COMPLETION
The undergrounding of all overhead facilities belonging to utility
companies shall be accomplished within 18 months from the date of
Notice to Remove Overhead Facilities.
Private utility connections shall be made to the underground
facilities, and all overhead private facilities removed within 30 days
from the date of Notice to Property Owners to connect to the new
underground system, which will be issued by the City Engineer upon
completion of the utility's underground facilities.
The Engineer shall have the authority to issue Notice to Property
Owners and the Notice to Remove Overhead Facilities for portions of
the district as he sees fit and in the best interest of the City to
facilitate the completion of the entire undergrounding project in a
timely fashion.

MAKING FINDINGS AND ESTABLISHING THE
SAN FERNANDO ROAD UNDERGROUND UTILITY DISTRICT NO. 1
IN THE CITY OF SANTA CLARITA
WHEREAS, by Resolution No. 90-143, a public hearing was called for
Tuesday, August 14, 1990 at the hour of 6:30 p.m. in the Council Chambers in the
City Hall, 23920 Valencia Boulevard, 1st Floor, Santa Clarita, California, to
ascertain whether the public necessity, health, safety, or welfare requires the
removal of poles, overhead wires and associated overhead' structures and the
underground installation of wires and facilities for supplying electric,
communication, or similar or associated service on San Fernando Road between
Magic Mountain parkway and Lyons Avenue; and
WHEREAS, notice of such hearing has been given to all affected property
owners as shown on the last equalized assessment roll and utilities concerned in
the manner and for the time required by law; and
WHEREAS, such hearing has been duly and regularly held, and all persons
interested have been given an opportunity to be heard.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE,DETERMINE AND ORDER AS FOLLOWS:
Section 1. The public necessity, health, safety and welfare require
the removal of poles, overhead wires and associated structures, and the
underground installation of wires and facilities for supplying electric
communication, or similar or associated service on San Fernando Road between
Magic Mountain Parkway and Lyons Avenue, and such described. area is hereby
established as San Fernando Road Underground Utility District No. 1.
Section 2. That such undergrounding will avoid or eliminate an
unusually heavy concentration of overhead electric facilities;
Section 3. The street or road right-of-way is extensively used by the
general public and carries a heavy volume of pedestrian or vehicular traffic;
Section 4. The street or road right-of-way passes through a civic area
or public recreation are or an area of unusual scenic interest to the general
public.
Section 5. All 16KV and 66KV transmission crossings across San
Fernando Road including associated span guys, down guys and hardware shall be
exempt from incorporation in this underground utility district.
Section 6. All poles, overhead wires and associated overhead
structures shall be removed and underground installations made in said
underground utility district within the following times:
(a) Underground installation by utility companies and property owners
and reconnections not later than April 1, 1992;
(b) Removal of poles, overhead wires and other associated structures
not later than June 30, 1992;
Section 7. The City Clerk, within ten (10) days after the adoption of
this resolution, shall mail a copy hereof and a copy of Chapter 13.32, Division
2 of the City Municipal Code to affected property owners as such are shown on
the last equalized assessment roll and to the affected utilities.
