Medina DATE: May 22, 1990 SUBJECT: VALENCIA BOULEVARD INTERCHANGE I-5 DEPARTMENT: Public Wor BACKGROUND The Newhall Land and Farming Company is requesting the City's support for an improvement project consisting of widening of the Valencia Boulevard overcrossing of I-5 and construction of two diamond on -ramps. The widening of the Valencia Boulevard overcrossing and the elimination of left turn movements onto I-5 will significantly improve traffic safety on Valencia Boulevard. Ultimately, this improvement will enhance the traffic pattern to and from the future regional mall at Valencia Boulevard and McBean Parkway. The County of Los Angeles has agreed to sponsor the project. These improvements were required by the County as a condition of approval for the Valencia Company's Westridge Development located on the west side of the I-5. The Westridge Development is a golf course community consisting of approximately 1900 dwelling units which include a mix of single-family, duplex, tri-plex, and multi -family units. Commercial developments, amounting to approximately 56 acres, adjacent to the freeway will be accessed off of The Old Road. The major construction cost of $4.5 million, exclusive of right-of-way for this project, will be borne by the Valencia Company. Construction is expected to gccur in 1992. On March 13, 1990, the City Council authorized the execution of the Valencia Bridge and Major Thoroughfare Cooperative Agreement with the County of Los Angeles. Following this action, a district report will be prepared to develop and to prioritize a list of projects which will be constructed as funds become available. The Valencia Company has requested that the City agree to allow them credits for the construction of this project in lieu of bridge and thoroughfare fees. However, we feel that this should be addressed later during the Council's review of the Valencia District when the entire circulation network for the area is considered. RECOMMENDATION 1. The City Council support the Valencia Company project for the improvement of Valencia Boulevard overcrossing of I-5 and the construction of -two diamond on -ramps. 2. The City Council consider credit for this project under the Valencia Bridge and Major Thoroughfare District when the district report is reviewed.
