and a Portion of Magic Mountain Parkway

BACKGROUND -
The California Transportation Commission has $10,000,000 annually for the next
ten years to allocate to the Environmental Enhancement Grant Program.' The grant
money can be used for several purposes: highway landscaping, urban forestry,
land acquisition, restoration or enhancement and the acquisition or development
of roadside recreational opportunities. All of the funding must tie .into new
road construction. The intent of this program is to help mitigate the
environmental impact of transportation facilities.
San Fernando Road and a small portion of Magic Mountain Parkway will be improved
through a joint effort between LosAngelesCounty, the City of Santa Clarita and
Caltrans. The attached map indicates the project area. There are no plans ,to
provide street trees, irrigation or other landscape amenities for this project.
The grant funds for which we apply will be to provide landscaping and,street
trees for this project.
The City of Santa Clarita is applying for a grant which will provide
approximately $100,000 for the necessary— landscaping improvements.Among the
criteria which the City must meet is an approved resolution stating that the
City has the authority to carry out. the widening of San Fernando Road and a
portion of Magic Mountain Parkway.
It is recommended that the City Council approve Resolution No.. 90-195
authorizing the City to proceed with the widening of San Fernando Road and a
portion of Magic Mountain Parkway.

RESOLUTION NO. 90-195
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
STATING THAT IT HAS THE ABILITY TO AND I
THE RESPONSIBLE PARTY FOR THE WIDENING OF
SAN FERNANDO ROAD AND A SMALL PORTION OF
MAGIC MOUNTAIN PARKWAY
WHEREAS, funds are obtainable through the Resources Agency - California
Transportation Commission Environmental Enhancement and Mitigation Program
which was established in 1989 with the enactment of AB 471 (Katz); and
WHEREAS, the City of Santa Clarita,. through a joint effort between Los
Angeles County, City of Santa Clarita and Caltrans, will be improving San
Fernando Road and a small portion of Magic Mountain Parkway; and
WHEREAS, the California Transportation Commission will not approve funds
unless the City of Santa Clarita completes a resolution stating that the
widening of San Fernando Road and a small portion of Magic Mountain Parkway is
within City boundaries, and that the City of Santa Clarita has the authority
to carry out the improvement of San Fernando Road and a small portion of Magic
Mountain Parkway;
NOV, THEREFORE, BE IT RESOLVED that the City Council of the City of
Santa Clarita does resolve as follows:
1. That the City of Santa Clarita is the responsible. agency for
completing the widening of San Fernando Road and a small portion
of Magic Mountain Parkway.
2. That the City of Santa Clarita has the knowledge, ability and
desire to complete the.widening of San Fernando Road and a small
portion of Magic Mountain Parkway.
