BACKGROUND
A traffic engineering study has been conducted on Wiley Canyon Road, between
Lyons Avenue and Powell Drive. Based upon the results of this study, it is
believed that traffic flow and safety can be improved by installing left -turn
channelization as shown on attached Figure A. This left -turn channelization
allows left turning vehicles to avoid possible rear -end collisions caused by
vehicles stopping in through travel lanes.
In order to install this left -turn channelization, it will be necessary to
prohibit the stopping or standing of vehicles along certain portions of Wiley
Canyon Road as shown on attached Exhibit 1.
These proposed parking restrictions do not affect the residential area along the
east side of Wiley Canyon Road between Evans Avenue and Powell Drive.
There appears to be on -street and off-street parking facilities in the immediate
area sufficient to accommodate any vehicles displaced by the recommended parking
prohibition.
RECOMMENDATION
Adopt Resolution No. 90-54 and direct staff to implement appropriate measures to
effect the regulations.

MODIFY STREET STRIPING ESTABLISH
PARKING RESTRICTIONS
REQUEST
The City has received expressions of concern about pedestrian and traffic safety
along Wiley Canyon Road south of Lyons Avenue.
RECOMMENDATION
An evaluation of traffic conditions has been conducted. Based on the results of
this evaluation, the following recommendations are made:
1. Modify the existing street striping on Wiley Canyon Road between Lyons
Avenue and Powell Drive as shown on attached Exhibit 1.
2. Establish "No Parking Anytime" regulations as follows:
-- Wiley Canyon Road, on the east side, from Lyons Avenue to Evans
Avenue, and on the west side, from Lyons Avenue to Powell Drive.
CONDITIONS
Wiley Canyon Road south of Lyons Avenue is designated as a secondary highway
on the City's General Plan. From Lyons Avenue to a point just north of Powell
Drive, the street is 64' wide with curb and sidewalk improvements on both sides.
Existing street striping consists of four travel lanes, two in each direction,
separated by a .double -yellow centerline. The prima facia speed limit is posted at
35 Mph. At Powell Drive, Wiley Canyon Road narrows to approximately 24' and
is driven as a single lane in each direction separated by a double -yellow
centerline.
Adjacent developments consist of two commercial/retail centers, a church, an
elementary- school, an _ apartment complex and single-family homes.

The Wiley Canyon Elementary School is located on the southwest corner of La
Glorita Circle and Wiley Canyon Road. Yellow school crosswalks are painted
across Wiley Canyon Road at the south curb line of La Glorita Circle/Evans
Avenue and across La Glorita Circle across the west curb line of Wiley Canyon
Road. An adult crossing guard is assigned to these crosswalks. There are
required "Slow School Xing," advance pavement markings approaching the
crosswalk in both directions on Wiley Canyon Road. Supplemental "School Xing"
warnings signs (W66 and W66 -A) are posted for both directions of travel on
Wiley Canyon Road at the crosswalk. Furthermore, the - school zone is
appropriately signed with "School - 25 MPH When Children are Present" for both
directions of travel on Wiley Canyon Road.
Evans Avenue, La Glorita Circle, and Powell Drive are controlled by stop signs
as they enter Wiley Canyon Road.
DATA
The latest traffic count on Wiley Canyon Road south of Lyons Avenue revealed
the average daily traffic volume to be 13,100 vehicles per day.
During the three-year period, from May 30, 1986 through June 30, 1989, there
have been ten accidents reported along Wiley Canyon Road between Lyons
Avenue and Powell Drive. They are summarized below:

A head-on accident occurred 500'
south of Lyons Avenue involving two
vehicles exiting from driveways.
A right-angle accident occurred 500'
south of Lyons Avenue involving a
westbound vehicle turning left from a
driveway and a northbound through
vehicle.
A rear -end accident occurred 210'
south of Lyons Avenue involving two
northbound bicycles.
A rear -end accident occurred 83' south
of Evans Avenue involving a
southbound vehicle making a U-turn
and a southbound through vehicle.

DISCUSSION
A left -turn accident occurred 422'
south of Lyons Avenue involving a
northbound left -turning vehicle and a
southbound through vehicle.
A northbound vehicle making a left
turn at La Glorita Circle hit a fixed
object.
A right-angle accident occurred at the
intersection of La Glorita Circle and
Wiley Canyon Road involving a
eastbound bicycle and a southbound
vehicle.
A right-angle accident occurred 5'
south of La Glorita Circle involving a
westbound bicycle and a southbound
vehicle.
A right-angle accident occurred 370'
south of Lyons Avenue involving a
westbound vehicle and a northbound
vehicle.
A rear -end accident occurred at the
intersection of Evans Avenue and
Wiley Canyon Road involving two
northbound vehicles.
This proposed striping plan will provide left -turn channelization from Lyons
Avenue to just north of Powell Drive. This channelization allows left -turning.
vehicles to avoid possible rear -end collisions caused by stopping in through travel
lanes. This plan. requires the prohibition of on -street parking along both sides of
Wiley Canyon Road with the following exception:
-- On -street parking will continue to be permitted along the residential area
of Wiley Canyon Road between Evans Avenue and Powell Drive.

The school crossing is appropriately marked and the adult crossing guard provides
an appropriate level of protection for the periods of time school age pedestrians
are crossing.
By prohibiting on -street parking near the elementary school, the possibility of
students entering the roadway from between parked vehicles should be eliminated,
thus preventing potential pedestrian accidents.

RESOLUTION NO. 90-54
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, PROHIBITING THE STOPPING OR
STANDING OF VEHICLES ON WILEY CANYON ROAD IN
THE CITY OF SANTA CLARITA
WHEREAS, modification of existing roadway markings to provide a two
way left turn lane and left turn pockets requires prohibiting stopping for
vehicles on certain portions of Wiley Canyon Road.
WHEREAS, California Vehicle Code Section 22507 provides for local
authorities to prohibit or restrict the stopping, parking or standing of
vehicles on certain streets or highways, or portions thereof, during all or
certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE
AS FOLLOWS:
SECTION 1. That the stopping, parking or standing of vehicles during
all hours of the day shall be prohibited as follows:
(1) Wiley Canyon Road, on the west side, from Wiley Canyon Road to
the center line prolongation of Powell Drive and on the east
side, from Lyons to Evans Avenue.
SECTION 2. That the prohibition of stopping, parking or standing of
vehicles as provided herein shall apply when appropriate curb markings or
signs giving adequate notice thereof have been placed as described in Section
1.
SECTION 3. That staff shall install the necessary curb markings or
signs to effect this Resolution.
