SALE OF AEROSOL PAINT CONTAINERS - ORDINANCE NO. 90-14 - This Ordinance was on the June 12th Council agenda for introduction and amends the Municipal Code to add- Section 11.12.055 relating to the sale of spray paint cans or six ounces or less. RECOMMENDED ACTION: Adopt Ordinance No. 90-14 ------------------------------------------------------------ 2. TREE ORDINANCE - ORDINANCE NO. 90-15 - At the June 12th Council meeting, two versions of the proposed Tree Ordinance were presented to Council. Council selected Version and recommended that the ordinance be returned to staff for further review of an alternative tree removal section. RECOMMENDED ACTION:. Review the revised ordinance and pass to second reading. City Council Agenda June 26, 1990 u 3. ADOPTION OF MSI COST-TO=PROVIDE-SERVICE - ORDINANCE NO. 90-17 - This Ordinance will establish a fee and service charge revenue/cost comparison system. MSI has also recommended the creation of a financial analyst position to continually. monitor and update the costs. RECOMMENDED ACTION: Introduce Ordinance No. 90-17 and pass to second reading; allow staff to increase the 1990-91 budget revenues for Community Development, and approve a nine-month financial analyst position ------------------------------------------------------------ 4. AVARD OF BID FOR ANNUAL REPORT/CALENDAR —.Bids were opened by the City Clerk on May 15th of which the low bidder was submitted by Graham Consulting. Per Council's request, this itemwas continued from the June 12th Council meeting. RECOMMENDED ACTION: Award the contract to Graham Consulting; disqualify the low bid and go out to bid again; or rethink the expenditure of $50,000 budgeted and consider cancelling the production or replacing with another community publication. -------- I PROPOSED CONSOLIDATED FIRE DISTRICT DEVELOPER FEES - Staff will present an oral report of the public hearing held on June 21st at the Board of Supervisors regarding the above. RECOMMENDED ACTION: Receive oral presentation. ------------------------------------------------------------ 6. ADOPTION OF 1990-91 BUDGET - RESOLUTION NOS. 90-113, 90-114, 90-123, 6 90-125 - This item was presented to Council on June 12th as a public hearing and is now ready for. final review and adoption. RECOMMENDED ACTION: Review and adopt Resolution Nos. 90-113, 90-114, 90-123, and 90-125 CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. 7. PERSONNEL RULES - RESOLUTION NO. 90-115 - After reviewing the personnel rules, it is necessary to amend them. RECOMMENDED ACTION: Adopt Resolution No. 90-115 ------------------------------------------------------------ 8. PEPSI PLAY PARK APPLICATION - The Parks and Recreation Dept. has the opportunity to submit an application to the Pepsi-Cola Co. for the installation of new Iron Mountain Forge Play equipment. . RECOMMENDED ACTION: Review the report submitted and direct staff to submit applications City Council Agenda June 26, 1990 • 9. WHITES CANYON RD. AT DELIGHT STREET TRAFFIC SIGNAL INSTALLATION - PROJECT 89-16 - At the Council meeting of February 13th, Council agreed to place a traffic signal at this intersection and is now ready to be advertised for bids. RECOMMENDED ACTION: Approve' plans and specifications and authorize advertising for bids ------------------------------------------------------------ 10. PURCHASE OF FOUR MID-SIZE COPIERS - Staff advertised and requested sealed bids for potential suppliers with a bid .opening date of April 26th of which Canon/Astro Office Products NP4835I could meet all of the needed features. RECOMMENDED ACTION: Purchase copiers from Canon/Astro Office Products ------------------------------------------------------------ 11. PURCHASE OF FLEET VEHICLES - Staff advertised and requested sealed bids for bid GS89-90 for items 12-15 for potential suppliers with a bid opening date of May 24th of which one dealer bid. Bids were again advertised and opened on June 14th of which two dealers bid. RECOMMENDED ACTION: Authorize purchase from ..Scott .Irvin 'Chevrolet for bid GS89-90-18 as the most qualified lowest bidder and authorize purchase from GMC Truck Division for bids GS89-90-16, 17, 19 as the most qualified lowest bidder ------------------------------------------------------------ 12. COUNTY LIGHTING MAINTENANCE DISTRICT - RESOLUTION NO. 90-116 & 90-117 - This item is for Council to consider granting consent and jurisdiction to the County Lighting Maintenance District to annex territory located in the City to the District. RECOMMENDED ACTION: Adopt Resolution Nos. 90-116 & 90-117 ------------------------------------------------------------ 13. COUNTY LIGHTING MAINTENANCE DISTRICT - RESOLUTION NOS. 90-119 & 90-120 - This item is for Council to Consider granting consent and jurisdiction to the County Lighting Maintenance District to annex territory located in the City to the District. RECOMMENDED ACTION: Adopt Resolution Nos. 90-119 & 90-120 ------------------------------------------------------------ 14. DECLARATION OF INTENTION TO VACATE A PORTION OF RAILROAD AVENUE AT 4TH STREET AND SAN FERNANDO RD - RESOLUTION -NO. 90-121 - The property owners adjacent to Railroad Avenue and San Fernando Rd. have requested the City to vacate a portion of Railroad Avenue of which Resolution No. 90-121 sets a public hearing date of July 24th. RECOMMENDED ACTION: Adopt Resolution No. 90-121 and publish notice of public hearing City Council Agenda . June 26, 1990 rI L 15. SIERRA HIGHVAY AT RAINBOV GLEN DR. STATE/CITY TRAFFIC SIGNAL AGREEMENT - The City has requested that Caltrans install a traffic. signal at the above intersection. Caltrans has completed a traffic signal warrant study and have determined that sufficient warrants exist for the installation of a traffic signal at this location. RECOMMENDED ACTION: Approve the Caltrans District Agreement and authorize staff to proceed with the implementation of the project ------------------------------------------------------------ 16. A RESOLUTION TO LAFCO OPPOSING THE PROPOSED INCORPORATION OF SUNSET HILLS - RESOLUTION NO. 90-124 This Resolution opposes the proposed incorporation of the new city of Sunset Hills located approximately 27.8 sq. mi. west of Interstate 5 of which LAFCO will hear .public testimony on June 27, 1990. RECOMMENDED ACTION: Adopt Resolution No. 90-124 and direct staff to submit certified copy of Resolution to LAFCO at the Commission's public hearing on June 27th, and request Councilman Boyer to make a presentation to LAFCO.on behalf of the City. ------------------------------------------------------------ 17. ADOPTION OF RESOLUTION FOR COMMUNITY DEVELOPMENT APPLICATION REQUIREMENTS - RESOLUTION NO. 90-118 - The Community Development staff has prepared a list of standard requirements for development applications as expressed in Resolution No. 90-118. RECOMMENDED ACTION: Adopt Resolution No. 90-118. ------------------------------------------------------------ 18. HOUSING ASSISTANCE POLICY - This policy is designed to aid the City in recruitment and retention of highly qualified management level employees. RECOMMENDED ACTION: Direct City Manager to approve policy. ------------------------------------------------------------ 19. AGREEMENT FOR HOUSING ASSISTANCE BETVEEN THE CITY OF SANTA CLARITA 6 DIRECTOR OF COMMUNITY DEVELOPMENT - This item authorizes execution of a.loan as'partial downpayment for purchase of housing within the City limits. The agreement meets all conditions of the Housing Assistance Policy. RECOMMENDED ACTION: Approve agreement ------------------------------------------------------------ 20. AMENDING RESOLUTION NO. 90-88, ANNEXATION 1988-01, PINETREE/TIMBERLANE/LE HOUSE NEIGHBORHOODS - RESOLUTION . NO. 90-126 - The County Registrar/Recorder's Office requested an amended resolution to shorten the question to be submitted to the voters on November 6th and to` add language indicating that the City will pay the reasonable costs of the County Clerk's services. RECOMMENDED ACTION: Adopt Resolution No. 90-126 City Council Agenda . June 26, 1990 21. A JOINT RESOLUTION OF NEGOTIATED PROPERTY TAX TRANSFER FOR ANNEXATION NO. 1990-01 - RESOLUTION NO. 90-122 - Annexation No. 1990-01 is a City -initiated proposal to annex approximately 110 acres of uninhabited territory to the City and is located in the Sand Canyon area, north and south of the easterly terminus of Live Oak Canyon Rd. RECOMMENDED, ACTION. Adopt Resolution No. 90-122 and submit eight certified copies to LAFCO ------------------------------------------------------------ 22. CONTRACT AWARD FOR RELIGHTING PROJECT AT NORTH OAKS PARK - The Parks & Recreation Dept. has completed the construction documents and bidding process for relighting the parking lot, building security lights and park lighting at North Oaks Park of which the lowest bidder is T & D Electric. RECOMMENDED ACTION: Review the report and award the contract to T & D Electric. ------------------------------------------------------------ 23. CONTRACT AWARD FOR SOLEDAD CANYON RD. MEDIAN & SIDEPANEL IMPROVEMENT - Staff advertised for and opened bids on June 14th at which time one bid package was submitted. RECOMMENDED ACTION: Review the report and award the contract to Terra -Cal Construction, Inc. ------------------------------------------------------------ 24. ANIMAL CARE AND CONTROL REPORT - At the June 6th Council Study Session, Council directed staff to present a report on animal care and control for fiscal year 1989-90. RECOMMENDED ACTION: Receive the report and consider the option to establish a mandatory cat licensing/registration fee which ,will provide an estimated $60-70,000 revenue ------------------------------------------------------------ 25. SB 2748 (DETTER) - SUPPORT - This bill would aid cities, counties and the State by providing a one year opening to bring action against manufacturers of asbestos and provide that if a City is sited for a health hazard or determines that there is a significant health risk, a three year statute of limitations would then begin to run. RECOMMENDED ACTION: Council support SB 2748 and authorize staff to prepare letters of support ------------------------------------------------------------ 26. SCA 2 (LEONARD) - SUPPORT - Presently there is a move by the Assembly Republican Caucus to remove cities and local agencies from SCA 2 which- provides an exception to the normal 2/3 majority vote required for general obligation bonds. RECOMMENDED ACTION: Council support SCA 2 and authorize staff to prepare letters of support City Council Agenda . June 26, 1990 9 27. AB 3967 - (POLANCO) OPPOSE - This bill would provide that any person who violates the provision of law which regulates the advertising and distribution of smokeless tobacco is guilty of an infraction punishable by a fine of $100 for the first offense, $200 for the second and $500 for the third offense. RECOMMENDED ACTION: Council to oppose AB 3967 and authorize staff to send letters of opposition ------------------------------------------------------------ 28. SB 2954 - (PEACE) - OPPOSE - This bill would prohibit a City from denying the condominium conversion of a mobilehome park and would waive the tentative map requirements of such a conversion. RECOMMENDED ACTION: Council oppose SB 2954 and authorize staff to prepare letters of opposition ---------------------------------------------------------- 29. SB 2846 - (RUSSEL) - SUPPORT - As amended, SB 2846 will be concerned with placing conditions upon off -sale liquor licenses at the time of their renewal. RECOMMENDED ACTION: Council support SB 2846 and authorize staff to prepare letters of support. ------------------------------------------------------------ 30. CONTRACT FOR CROSSING GUARD SERVICES - The current contract agreement with Coleman Security Services, Inc., provides services from September 1, 1989 to June 30, 1990. Extension of the contract would include the summer to take care of the limited demand of six schools. RECOMMENDED ACTION: Authorize staff to amend the existing contract until August 31, 1990 and carry over the necessary funding into the next fiscal year which is still available in 1989-90 budget. Staff will bid for crossing guard services for September 1, 1990 through September 1, 1991 ------------------------------------------------------------ 31. RESOLUTION NO. 90-127 - Demand Register No. 12 RECOMMENDED ACTION: Adopt Resolution No. 90-127 NEW BUSINESS 32. CITY-WIDE` ENGINEERING 8 TRAFFIC STUDY - RESOLUTION NO. 90-112 - The Public Works staff has conducted a city-wide Engineering and Traffic Study which forms the basis for recommended speed limits on nearly every -major, secondary, and collector roadway in the City. RECOMMENDED ACTION: Adopt Resolution No. 90-112; direct the City Clerk to certify the study as to the effective date of the individual surveys; direct staff to implement the necessary signing changes brought about by the adoption of the study; and request the Sheriff's Dept. to begin an aggressive radar enforcement program City Council Agenda June 26, 1990 rIL 33. PARRS & RECREATION COMMISSION RECRUITMENT - On July 31, 1990, six Commissioners terms will expire; three from the Parks & Recreation Commission and three from the Planning Commission. RECOMMENDED ACTION: Direct staff to advertise and interview for those offices on the Parks & Recreation Commission which will expire on July 31 and to select a date to conduct interviews and make appointments for the six vacancies. ------------------------------------------------------------ 34. REQUEST TO COMMISSION DEVELOPMENT IMPACT FEE STUDY - Development impact fees are one way to supplement the necessary fundings when a City experiences rapid increases in population growth and development. RECOMMENDED ACTION: Authorize staff to begin the Request for Proposal process to perform a development impact fee study. PUBLIC STATEMENT (10:00 D.m.) This time has been set aside for the public to address the City Council on any item on .the agenda except for the public -hearings. ,.The.public may also address the Council on items not on the agenda but those items will not be acted.upon by Council at this meeting other than to review and return without action or direct staff.
