IRON CANYON AND SAND CANYON ROAD (VICINITY) DEVELL ROAD VACATION - RESOLUTION NO. 90-169 - The vacation of this road has been requested by a property owner whose lot is encumbered by the easement for the private and future street for Devell Road. RECOMMENDED ACTION: Conduct public hearing and adopt Resolution No. 90-169 vacating a portion of Devell Road ------------------------------------------------------------ 2. ANNEXATION 1989-04, RESOLUTION MAKING FINDINGS ON VRITTEN PROTEST & APPROVING & ORDERING ANNEXATION 1989-04 RESOLUTION NO. 90-135 - This resolution states the direction given to Council by .the LAFCO to proceed with a duly noticed public hearing and sets forth the reasons for the annexation, terms and conditions established for the annexation by the LAFCO, exhibits identifying the site, and. other required recitals. RECOMMENDED ACTION: Conduct public hearing, adopt Resolution No. 90-135, and if the hearing results in insufficient written protest and annexation is approved, direct staff to transmit the Resolution to LAFCO. -1- City Council Agenda • August 28, 1990 • COUNCIL ACTION 3. TENTATIVE TRACT 46879, CONTINUATION OF APPEAL HEARING FROM MAY 22, 1990 - This item appeared on the May 22nd agenda as a public hearing to appeal the denial by the Planning Commission of a request to subdivide an approx. 10 -acre parcel into five lots, northeast of Golden Oak Lane and Oak Orchard, in Placerita Canyon, of which Council continued to the meeting of August 28th. At the applicant's request, the public hearing on this item has been postponed to September 11th. RECOMMENDED ACTION: Continue to September 11, 1990. UNFINISHED BUSINESS 4. DRAFT MOBILEHOME PARK RESIDENTIAL ZONE ORDINANCE NO. 90-21 - On August 14th, Council conducted a public hearing on this ordinance which proposes to create a new zone entitled MHP Mobilehome Park Residential Zone. RECOMMENDED ACTION: Adopt Ordinance No. 90-21 ------------------------------------------------------------ 5. DRAFT ORDINANCE REGULATING BUILDING PERMITS DURING CONSIDERATION OF CITY COUNCIL -INITIATED ZONE CHANGES - ORDINANCE NO. 90-22 - On August 14th, Council conducted-a.public hearing .on ..this. -ordinance .._.which amends the requirements -.that apply to City Council -initiated zone changes; a new development proposal for property where. a zone change has been initiated by the Council must either conform to the newly proposed zone, or have the approval of a conditional use permit. RECOMMENDED ACTION: Adopt Ordinance No. 90-22 ------------------------------------------------------------ 6. ZONE CHANGE 90-001, LOCATED AT THE WESTERLY TERMINUS OF GREEN MOUNTAIN DRIVE, SOUTH OF SIERRA HIGHWAY AND NORTH OF ANTELOPE VALLEY FREEWAY - ORDINANCE NO. 90-23 On August 14th, Council conducted a public hearing on this ordinance which allows a change zone from A-2-1 (heavy agriculture) to RPD -9, 000-2U (residential planned development) RECOMMENDED ACTION: Adopt Ordinance No. 90-23 -------------------------------------------------------- 7. OPTIONS FOR IMPLEMENTING CHILD CARE SERVICES -- This item was continued from the August 14th Council meeting at which time Sheri Senter, Ed.D presented her report on the Long Range Child Care Plan for the City. A report will be given at this meeting regarding recommendations providing for a comprehensive plan of action. RECOMMENDED ACTION: Consider recommended options for implementing child care services and provide direction to staff. -------------------------------------------------- ---------- 8. DAY LABORER SITE ALTERNATIVES & COSTS - The purpose of this item is to present to the Council approximate budget information as it relates to leasing land for potential sites and additional site amenities as well as providing options for consideration. RECOMMENDED ACTION: Council to consider options and amenities budget and provide direction to staff. -2- City Council Agenda • August 28, 1990 COUNCIL ACTION 9. REAL ESTATE SIGNS - Three meetings have been held with the Assoc. of Realtors and the Community Development Department staff in order to reach an amicable solution to the placement of off-site directional real. estate and open house signs. RECOMMENDED ACTION: Give direction to the Dept. of Community Development that the policy for placement and enforcement of off-site directional real estate and open house signs allow those which meet the criteria as agreed upon . by the Assoc. of Realtors and direction to staff for the placement of signs on McBean Pkwy., Lyons Ave., Soledad Canyon Rd., orchard Village Rd. and Seco Canyon Rd. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. ------------------------------------------------------------ 10. CITY CO-SPONSORSHIP POLICY FOR SPECIAL EVENTS This item :was, continued from. thea August 14th Council meeting. The Parks & Recreation Dept. has formulated an administrative policy which would provide .a procedure which could be used by community groups when applying for City co-sponsorship or support. RECOMMENDED ACTION: Review the proposed policy and direct the City Manager to sign the policy. ------------------------------------------------------------ 11. PROPOSED ELSMERE CANYON LANDFILL-HYDROGEOLOGIC SERVICES - The Council authorized participation with the Castaic Lake Water Agency and the water purveyors in the retention of Mr. Richard Slade, professional registered hydrogeologist, to identify areas that should be addressed relative to water quality in the proposed Elsmere Canyon Landfill EIR. The services provided in the proposal will cover a period of 6-9 months. RECOMMENDED ACTION: Accept and approve Mr. Slade's scope of work and his total cost estimate of $25,000 (one-third City share $8,330) and direct the City Manager to execute the contract with Castaic Lake Water Agency and the water purveyors on behalf of the City. ------------------------------------------------------------ 12. NORTH OARS PARA LIGHTING PROJECT - At the June 26th Council meeting, a contract was awarded to T&D Electric. When reviewing the RFP, staff recognized that there was no mention of the mandated prevailing wage requirements, therefore, the City Attorney has advised that the project be rebid with proper notice of prevailing wage requirements. RECOMMENDED ACTION: Review this report and reject the award of the North Oaks Park relighting project. -3- City Council Agenda • August 28, 1990 COUNCIL ACTION 13. ADVERTISE FOR 1990-91 STREET TREE PRUNING PROJECT - A comprehensive street tree pruning contract has been prepared by the Parks & Recreation Dept. to trim a quarter of the City street trees towards its goal of servicing all the street trees within the City on a four-year cycle. Parks & Recreation Dept. is seeking approval to advertise to bid for the 1990-91 Tree Pruning Contract. RECOMMENDED ACTION: Authorize the Parks & Recreation Dept. to proceed and advertise for bids ------------------------------------------------------------ 14. CITY OF -SANTA CLARITA EMERGENCY PLAN - RESOLUTION NO. 90-142 - Section 2.40.080 of the Santa. Clarita Municipal Code requires the development .of an Emergency Plan and states that the Plan shall take effect upon adoption by Resolution of the City Council and that its provisions shall have the force of law during a declared emergency. RECOMMENDED ACTION: Review and study the Emergency Plan and direct staff to place this matter on the next Council agenda for adoption of Resolution No. 90-142. --------------------------------------------------------- 15. ----------------------------------------------------- 15. "BENEDA LANE AT SIERRA 'HIGHVAY AND .MIRROR VAY (VICINITY) COUNTY LIGHTING MAINTENANCE DISTRICT PROJECT 105-30 CONSENT & JURISDICTION - RESOLUTION NO. 90-163 - This item is on the agenda to consider granting consent and jurisdiction to the County Lighting Maintenance District to annex e territory located in the City to the District. RECOMMENDED ACTION: Adopt Resolution No. 90-163 ------------------------------------------------------------ 16. SIERRA HIGHVAY AND RACQUET CLUB COURT (VICINITY) COUNTY LIGHTING MAINTENANCE DISTRICT 1867 PROJECT 67-37 CONSENT & JURISDICTION - RESOLUTION NO. 90-166 - This item is on the. agenda to consider granting consent and jurisdiction to the County Lighting Maintenance District to annex territory located in the City to the District. RECOMMENDED ACTION: Adopt Resolution No. 90-166 ------------------------------------------------------------ 17. DESIGNATION OF THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AS THE LOS ANGELES CONGESTION MANAGEMENT PROGRAM AGENCY FOR LOS ANGELES COUNTY - RESOLUTION NO. 90-173- Recent legislation (AB1791) requires the development and implementation of a Congestion Management Program in all the State's urbanized counties and is to be developed as a combined effort of regional and local transportation authorities, the State Dept. of Transportation and the Air Quality Management District under the direction of the County Transportation Commission or by another public agency. RECOMMENDED ACTION: Adopt Resolution No. 90-173. -4- City Council Agenda • • August 28, 1990 COUNCIL ACTION 18. SOLEDAD CANYON RD. & GOLDEN VALLEY RD. (VICINITY) APPROVAL OF AGREEMENTS WITH SOUTHERN PACIFIC TRANSPORTATION CO. FOR CONSTRUCTION, OPERATION & MAINTENANCE OF A STORM DRAIN FOR TRACT 42670 AND AUTHORIZATION TO SIGN AGREEMENTS - The So. Pacific Transportation Co. requires the execution of an agreement between the City and the Railroad Co. before it will grant an easement or permit the construction operation and maintenance of a storm drain within the limits of its - property. RECOMMENDED ACTION: Approve the agreement and authorize the City Clerk to sign both sets of original agreements. ------------------------------------------------------------ 19. EMPLOYMENT AGREEMENT - This item relates to amending the Employment Agreement between the City Council and the City Manager. RECOMMENDED ACTION: Approve. ------------------------------------------------------------ 20. DEL MONTE DRIVE PARKING PROHIBITIONS - RESOLUTION NO. 90-167 - At the request of the Valencia No. Valley and Santa Fe Homeowners Associations, the traffic engineering staff has conducted a study of Del Monte Drive for _driver -sight ..-distance... ..restrictions associated with on -street parking. RECOMMENDED ACTION: Adopt Resolution NO. 90-167 ------------------------------------------------------------ 21. 12TH STREET PARKING PROHIBITIONS - RESOLUTION NO. 90-168 - Mr. Alan Royse of So. California Gas Company, requested the prohibition of parking for driveway clearance and improve visibility. RECOMMENDED ACTION: Adopt Resolution No. 90-168 ----------------------------------------------- 22. ------------- CONFLICT OF INTEREST CODE - RESOLUTION NO. 90-176 - It is appropriate, at this time, to amend the Conflict of Interest Code to make. it applicable to additional officers and employees of the City. RECOMMENDED ACTION: Adopt Resolution No. 90-176 ------------------------------------------------------------ 23. PURCHASE OF. FLEET VEHICLES - The City advertised and requested sealed bids from potential suppliers with a bid opening of August 16, 1990 at 11:00 a.m. for bids GS -90-91-03 through 05. RECOMMENDED ACTION:Direct staff to purchase needed pickups in Bid GS -90-91-03 and 04 from Scott Irvin; and to purchase stencil truck in Bid GS -90-91-05 from Hiway Markings System as the lowest most qualified bidders. ------------------------------------------------------------ 24. RESOLUTION NO. 90-175 - Demand Register X16 RECOMMENDED ACTION: Adopt NEW BUSINESS 25. PLANNING COMMISSION APPOINTMENTS - Council will complete the recruitment and interview process for the Planning Commission vacancy. RECOMMENDED ACTION: Council appoint one commissioner to the Planning Commission Mi' City Council Agenda • O August 28, 1990 COUNCIL ACTION 26. REQUEST TO PURCHASE LOCAL BUSES VIA NEGOTIATIONS - ORDINANCE NO. 90-25 - The Los Angeles County Dept. of Public Works, Transit Division, inquired into the City's interest to "piggy -back" on the Foothill Transit Zone's purchase of 12 Gillig "Spirit" local transit buses. To do this, a change to the City's Purchasing Ordinance would be required. RECOMMENDED ACTION: Introduce Ordinance No. 90-25 and_ pass to second reading and direct staff to work with the Foothill Transit Zone and negotiate a price from the Gillig Corporation ------------------------------------------------------------ 27. RESOLUTION NO. 90-171 - This resolution, prepared for California Contract Cities, expresses Santa Clarita's concerns regarding the current population and diversity of Los Angeles County and the need to effectively service the population through expanded forms of representation. RECOMMENDED ACTION: Adopt Resolution No. 90-171 and transmit to California Contract Cities. ------------------------------------------------------------ 28. COUNTY . OF LOS .ANGELES.,.. GENERAL._. PLAN..,AMENDMENT, -. RESOLUTION NO. 90-174 - Discussion and request for direction regarding the County of Los Angeles General Plan Amendment for the Santa Clarita Valley Area Plan scheduled for consideration by the Board of Supervisors on August 30, 1990. RECOMMENDED ACTION: Adopt Resolution No. 90-174 ------------------------------------------------------------ 29. PURCHASE OF A PARETUNIT - On February 13, 1990, Council reviewed a new motorist safety program called Public Awareness Radar Education Trailer (PARET) and directed staff to test a loan unit and return with an evaluation. The test was successfully completed on July 26th. RECOMMENDED ACTION: Authorize the allocation of $6,000 for the purchase of a PARET Unit and direct staff to purchase the unit. ------------------------------------------------------------ 30. PROHIBITION OF TRUCK: TRAVEL DURING PEAK. TRAVEL HOURS - The City Council directed the Dept. of Public Works to investigate potential congestion improvement during peak travel hours from the prohibition of truck travel of which data was collected at six locations where a high proportion of truck travel occurs. RECOMMENDED ACTION: Truck travel prohibitions during peak hours not be established at this time. U11 City Council Agenda . • August 28, 1990 COUNCIL ACTION 31. INVOCATION AT COUNCIL MEETINGS - Councilman McKeon requested this, item be placed on the agenda for Council's discussion. RECOMMENDED ACTION: Discuss PUBLIC STATEMENT (10:00 P.M.) This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff.
