1.
CONTINUATION OF APPEAL HEARING FROM MAY 22, 1990 AND
AUGUST 28, 1990 - TENTATIVE TRACT MAP 46879 ' This
item appeared on the May 22nd agenda as a public
hearing to appeal the denial by the Planning
Commission of a request to subdivide an approx.
10 -acre parcel into five lots, northeast of Golden
Oak Lane and Oak Orchard, in Placerita Canyon, of
which Council continued to the meeting of September
11th. RECOMMENDED ACTION: Pending public testimony,

DRAFT ORDINANCE REGULATING COMMERCIAL VEHICLE PARKING
- ORDIN_ANCE NO. 90-24 - This item was 'continued from

COUNCIL ACTION
3. OAR TREE PRESERVATION & PROTECTION GUIDELINES - `
RESOLUTION NO. 90-177 - In accordance with Ordinance
No. 89-10, this resolution adopts guidelines that
provide further policy and standards to implement the
Oak Tree Ordinance. RECOMMENDED ACTION: Pending
public testimony, adopt Resolution No. 90-177

4. AMENDED DEVELOPMENT AGREEMENT: PALMER & ASSOC.,
COLONY & WESTCREER PROJECTS: RIO VISTA ALIGNMENT -
On August 14, 1990, Council denied applications for
the Santa Catarina project and set a public hearing
for September 11th in the development agreement
relating to the Colony 800 unit contingent approval
and the Vestcreek Project affordable housing transfer
contingent approval. There are three alternatives
available to the Council after receiving public
testimony. RECOMMENDED ACTION: Adopt Alternative No.
3.
UNFINISHED BUSINESS
5. PROVISION OF COMPETITIVE BID REQUIREMENTS -ORDINANCE
N0. 90-25 - This Ordinance was introduced at the
Council meeting of August 28th. The Ordinance amends
the Municipal Code at 3.12.270 relating to exceptions
to competitive bidding requirements. RECOMMENDED
ACTION: Adopt Ordinance No. 90-25
CONSENT CALENDAR
All matters listed under the Consent Calendar will be
enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed from
the Consent Calendar and will be considered separately
following this portion of the agenda.

6. SOLEDAD CANYON RD. WEST OF OAR SPRINGS CANYON ROAD -
ACCEPTANCE OF PROJECT NO. 89-15 - Bids for this
project were. opened on July 5th and awarded to
Padilla & Sons Company. Construction has been
completed to the satisfaction of the Director of
Public Works. RECOMMENDED ACTION: Accept the work
and authorize payment and direct the City Clerk to
file the Notice of Completion. .

7. MEDIAN IMPROVEMENTS. ON SOLEDAD CANYON RD. FROM GOLDEN
OAR RD. TO GOLDENROD WAY - PROJECT 89-17 - ADVERTISE
FOR BIDS - Plans and specifications for a project to
modify the median on Soledad Canyon Rd. at Golden Oak
Rd. are completed. This project will provide for
additional left turn storage capacity for -westbound
traffic at the subject intersection. RECOMMENDED
ACTION: Approve the plans and specifications for the
project and authorize the advertising for formal bids.

8. CITY OF SANTA CLARITA EMERGENCY PLAN RESOLUTION NO.
90-142 - Section 2.40.080 of the Santa Clarita
Municipal Code requires the development of an
Emergency Plan and states that the Plan shall take
effect upon adoption by Resolution of the City
Council and that its provisions. shall have the force
of law during a declared emergency. RECOMMENDED
ACTION: Adopt Resolution No. 90-142

9. MARKET STREET GREEN ZONE STATUS REPORT - RESOLUTION
NO. 90-55 - At the April 17th Council meeting,
Council approved the implementation of a 20 -minute
parking zone on Market St. as requested by a utility,
company and directed staff to monitor parking
conditions at the site for a 90 -day period to
evaluate the impact of the limited parking zone%
RECOMMENDED ACTION: Receive the report.

10. CITY'S INVOLVEMENT IN SANTA CLARITA VALLEY HISTORICAL
BOOK - The Santa Clarita Valley Chamber of Commerce
is now producing a history book of the Valley of
which funding of the publication is through the
participation of businesses and other entities.
RECOMMENDED ACTION: Council allocate $13,850 from the
Contingency Fund to fund six. pages of the Santa
Clarita Valley of the Golden Dream historical book.

11. RESOLUTION NO. 90-178 - Demand Register. RECOMMENDED
ACTION: Adopt
NEW BUSINESS
12. NEWHATL PARK POOL RENOVATION PROJECT - The Newhall
Park Pool is in need of; renovation. The Boys' and
Girls' Club project will be starting construction in
�p September and offers the City the opportunity to
/ cJ� upgrade all the facilities at this Park by having the
same contractors bid on the work. RECOMMENDED
ACTION: The City Council approve the Newhall Park
Pool renovation project and allocate $167,000 from
the City Council Contingency Fund.

COUNCIL ACTION
13. SUPPORT OF AMENDMENT TO PENAL CODE RELATIVE TO BINGO
FEES - Mayor Darcy has requested this item be placed
on the agenda upon receipt of a letter from the City
of Hawaiian Gardens requesting our city support of an
amendment to the penal code to allow a city or county
to regulate and impose by local ordinance, Bingo
License Fees to a maximum of 101 and to allow
exemption for non-profit charity organizations,
mobilehome park associations and senior
organizations. RECOMMENDED ACTION: Council support
Hawaiian Gardens in their quest to exempt non-profit
`—� organizations from paying a 1% of gross receipts over
/(L $5,000 fee.

public hearings. The public may also address the Council
on items not on the agenda but those items will not be
acted upon by Council at this meeting other than to review
and return without action or direct staff.
