1. APPEAL OF VALIANCE 90-003, LOCATED AT 27227" SAND
CANYON ROAD ADJACENT TO VARMUTH ROAD - This is a
Quasi -Judicial proceeding. The applicant, Mr.
Toyama, has requested an appeal of a Planning
Commission decision. Mr. Toyama, is requesting the
Council remove the adopted County Survey Book
3030-1 alignment from the City's Master Plan of
Highways. The variance would allow the elimination
of the required front yard setback (20 feet),
including the encroachment of a single family
residence and detached garage. RECOMMENDED
ACTION: Uphold Planning Commission denial of
Variance 90-003.

2. ZONE CHANGE 89-3: A-2-1 (HEAVY AGRICULTURAL, 1 ACRE
MINIMUM LOTS) TO A-1-20,000 (SINGLE FAMILY
Adopted RESIDENTIAL, 20,000 SQ FT MINIMUM LOTS) FOR 10
ACRES IN PLACERITA CANYON - ORDINANCE NO. 90-31 -
This is a Quasi -Judicial proceeding. The
applicants, Richard and Helen Smith, request a
change of zone from the 'existing A-2-1 zoning to
20,000. The proposed project is located in
Placerita Cyn., and is bounded by Placeritos Blvd,
North Cast Ave, Oak Orchard Road, and Aden Avenue.
RECOMMENDED ACTION: Waive further reading and
adopt Ordinance 90-31.

LOCATED SOUTHEASTERLY OF THE INTERSECTION OF OAR

Reso. adopted 90-34/RESOLUTION NO. 90-192 - The applicant,
American Beauty Homes and F&N Projects,, is
requesting a prezone to allow. the annexation of
this site into the City of Santa. Clarita. The
prezone will change the existing Los Angeles County
zoning of A-1-20,000 (Light Agricultural 20,000
square foot minimum lot size) to R -1 -DP (Single
Family Residential, Development Plan). RECOMMENDED
ACTION: Adopt Resolution 90-192, and introduce
Ordinance No. 90-34, approving Prezone 88-01 and
Annexation -Development Agreement 89-01, . waive
further reading, and pass to second reading.

4. ANNEXATION AGREEMENT 90-01 LOCATED AT THE EASTERLY.
TERMINUS OF OAR SPRINGS ROAD - ORDINANCE NO. 90-33
- The applicant, Prime West, Inc., is requesting an

ORDINANCE NO. 90-38 - On February 21, 1990,•the
Council directed staff to work with the mobilehome

6. DRAFT ORDINANCE PERTAINING TO SIGNS - ORDINANCE NO.
90-35 - At the Council meeting of October 30,: 1990,
the Council held a public hearing on this item and
then introduced the ordinance which pertains to
Adopted sign requirements. RECOMMENDED ACTION: Waive
further reading and adopt Ordinance No. 90-35

7. DRAFT ORDINANCE PERTAINING TO HAZARDOUS WASTE
FACILITIES - ORDINANCE NO. 90-36 - On October 30,
1990, the Council held. a public hearing on this
item and introduced the ordinance. The draft
Adopted ordinance creates requirements for siting criteria
and the approval of a conditional use permit for
hazardous waste disposal facilities. RECOMMENDED
ACTION: Waive. further reading and adopt Ordinance
No. 90-36.

8. TENTATIVE TRACT MAP 46879 (CHATTERLEY) RESOLUTION
FOR APPROVAL - RESOLUTION NO. 90-184 - On September
25, 1990, Council approved the conditions of
Adopted approval for Tentative Tract Map 46879 with the
condition that the applicant provide staffwitha
revised map showing three lots. RECOMMENDED
ACTION: Adopt Resolution No. 90-184.

9. PURCHASE YOUTH AND ADULT BASKETBALL UNIFORMS - The
City of Santa Clarita advertised and requested
sealed bids from potential suppliers with a bid

#GS -90-91-08. Staff reviewed the bid responses and
found that Astro Sportswear was the lowest most
qualified bidder. RECOMMENDED ACTION: 'Authorize
staff to purchase from account #01-9100-216 the
needed youth and adult basketball uniforms from
Astro Sportswear.

10. PURCHASE .OF FLEET' VEHICLES - The City advertised
and requested sealed bids from potential suppliers
for fleet vehicles with a bid opening of October

18, 1990, at 11:00 a.m. for bid I's GS -90-91-06 and
07. Staff reviewed the bid responses and found
that Scott Irvin Chevrolet and Valew Welding were
the lowest most qualified bidders for bid #'s
GS -90-91-06. and 07 respectively. RECOMMENDED
ACTION: Staff be directed to purchase from account
101-4605-402, the four wheel drive vehicle and -the
heavy duty cab and from Scott Irvin Chevrolet and
Valew Welding, respectively.

11. VALENCIA BOULEVARD AT CREEKSIDE ROAD.(PROJECT NO. ,
89-12) PROGRAM SUPPLEMENT NO. 002 TO MASTER
AGREEMENT NO. 07-5450 - This project is eligible
for Federal -Aid Urban (FAU) funds in the amount of

$95,000 available through Caltrans. FAU program
procedures require that the City enter into a
Master Agreement with the State which commits both
parties to general FAU program provisions.
RECOMMENDED ACTION: Approve Program Supplement No.
002 to Local Agency -State Agreement No. 07-5450 and
authorize the Mayor to execute the agreement.

12. RESOLUTION STATING CITY'S AUTHORITY TO WIDEN SAN
FERNANDO ROAD AND A PORTION OF MAGIC` MOUNTAIN
PARKWAY - RESOLUTION NO. 90-195 - The City is
applying for a grant which will provide

approximately $100,000 for necessary landscaping
improvements through the California Transportation
Commission. RECOMMENDED ACTION: Approve
Resolution No. 90-195 authorizing the City to
proceed with the widening. of San Fernando Road and
a portion of Magic Mountain Parkway.

MARKET STREET AND CROSS STREET (VICINITY) PARCEL
MAP NO. 18244 - APPROVAL OF THE MAP AND ACCEPTANCE
OF THE OFFERS OF DEDICATION - The developer is

subdividing 1.86 acres into four single family,
residential lots. The conditions of approval have
been met, the fees have been paid and the map has
been checked to the satisfaction of the City
Engineer and is ready for approval. RECOMMENDED
ACTION: Approve the map, accept the offers of
dedication for sewers and streets, and instruct the
City Clerk to endorse the Certificate on the face
of the map of Parcel Map No. 18244.

VALENCIA INDUSTRIAL CENTER TRAFFIC SIGNAL
REIMBURSEMENT AGREEMENT - The Planning Commission
has concurred with staff's recommendations that the

installation of traffic signals at certain
intersections is necessary as development
proceeds. RECOMMENDED ACTION: Direct staff to
bring back a report and resolution on the
implementation of funding traffic signal
improvements under the City's Procedural Ordinance
for Financing of Public Facilities.

15.
RESOLUTION APPROVING APPLICATION FOR BICYCLE FUNDS
UNDER SB 821 - RESOLUTION NO. 90-193 and 90-194 -
The Los Angeles County Transportation Commission
Adopted
(LACTC) has invited the City to apply for bicycle
and pedestrian facilities funding available under
Article 3 of the Transportation Development.Act (SB j
821). This year, $2,524,200 is available to local
jurisdictions according to their population.
RECOMMENDED ACTION: Approve Resolution No. 90-193,
and Resolution No. 90-194, and authorize the Mayor
and City Clerk to execute the agreements.

STATUS REPORT ON BOYS AND GIRLS CLUB PROJECT AT
NEWHALL PARK - The Santa Clarita Valley Boys and
Girls Club has been working with the City of Santa
Clarita to design and construct a new Boys and

Girls Club facility at Newhall Park which was
scheduled to begin construction in September of
1990. RECOMMENDED ACTION: council receive and
file.

APPOINTMENT TO THE SANTA MONICA MOUNTAINS
CONSERVANCY ADVISORY COMMITTEE - .ON September: 7,
1990, Governor Deukmejian signed Senate Bill 1885 .
Jeff Kolin appointed
adding two additional members to the Santa Monica
Mountains Conservancy Advisory Committee, effective
January 1, 1991. Legislation provides that one of
thesemembers shall be appointed .by the City
Council of the City of Santa Clarita. RECOMMENDED .
ACTION: Council provide direction to staff as to
the appointment for the City of Santa Clarita's
representative.

CITIZENS ADVISORY COMMITTEE ON THE INTEGRATED WASTE
MANAGEMENT COMMENTS ON DPEIR - The Citizens
Approved
Advisory Committee on Integrated Waste Management
wishes to submit their comments on the Sanitation
Districts' Draft Environmental Impact Report
(DPEIR) on the Integrated. Solid Waste Management
System. RECOMMENDED ACTION: Accept and approve
the comments and authorize the Committee to make a
presentation at the November 15th meeting.

20.
TRANSMITTAL OF GENERAL PLAN TO THE PLANNING
COMMISSION - At the Council Study Session of
Approved
November 7th, Council received the Draft General
Plan from GPAG,at which time staff was directed to
prepare a document to transmit the Draft General
Plan to the Planning Commission. RECOMMENDED
ACTION: Accept the General Plan; authorize the
GPAC to reconvene in approx. January, 1991, to
receive further information and finalize their
recommendation on the Circulation Element and Land
Use Map and transmit the Draft General Plan to the
Planning Commission with recommendations.
