ANNEXATION AGREEMENT 90-01 LOCATED AT THE EASTERLY TERMINUS OF OAK SPRINGS ROAD - ORDINANCE NO. 90-33 - This item was on the agenda of November 13, 1990, as a public hearing to allow for the City to enter into an annexation and development agreement. RECOMMENDED ACTION: Waive further reading and adopt Ordinance No. 90-33. -------------------------------------------------------------- 2. PREZONE 88-01 AND ANNEXATION AGREEMENT 89-01 LOCATED SOUTHEASTERLY OF THE INTERSECTION OF OAK SPRINGS ROAD AND LOST CANYON ROAD - ORDINANCE NO. 90-34 This item was on the agenda of November 13, 1990, as a public hearing to allow for the prezoning of the site to R -1 -DP (single family residential, development plan) and to allow the City to enter into an annexation and development agreement. RECOMMENDED ACTION: Waive further reading and adopt Ordinance No. 90-34. -1- City Council Agenda November 27, 1990 is COUNCIL ACTION 3. MOBILEHOME PARK STABILIZATION - ORDINANCE NO. 90-38 - This item was on the agenda of November 13, 1990, for discussion and first reading of Ordinance 90-38. RECOMMENDED ACTION: Waive further reading and adopt Ordinance 90-38. CONSENT CALENDAR All matters listed under the consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. -------------------------------------------------------------- 4. SEWER REIMBURSEMENT DISTRICT PRIVATE CONTRACT NO. 90-06/TRACT NO. 46110 - An agreement for sewer reimbursement between the Whitmore Family Trust, the developers of Tract 46110, and the City was previously approved by the Council in June, 1990. Due to unanticipated additional traffic control and construction delays, the .construction costs are expected to be above those normally encountered. RECOMMENDED ACTION: Approve the amended reimbursement rates, and authorize the execution of the revised agreement with the Whitmore Family Trust. -------------------------------------------------------------- 5. RESOLUTION STATING CITY'S AUTHORITY TO INCLUDE AN ADDENDUM TO GENERAL SERVICE AGREEMENT NO. 59605 ADDING TREE PLANTING SERVICES - The Parks and Recreation Department has.inclilded $60,000 for tree planting in the fiscal 1990-91 budget. The goal of the department is to plant approximately 1,000 trees per year throughout the City on a yearly basis to bring our tree inventory up to standard. RECOMMENDED ACTION: Adopt Resolution No. 90-196 -------------------------------------------------------------- 6. COMMUTER RAIL STATION SITE APPLICATION AND RESOLUTION - On November 7, 1990, the City Council authorized staff to prepare a site application and resolution identifying the Bermite area as the primary location for the City's first commuter rail station. Recent negotiations between the LACTC and the Southern Pacific Transportation Company has resulted in certain circumstances which may impact selection of the Bermite area as a station site. RECOMMENDED ACTION: Receive and file. -------------------------------------------------------------- 7. LYONS -AVENUE (N.S.), EAST OF INTERSTATE 5 - .PROJECT NO. 89-13 - AUTHORIZE ADVERTISEMENT FOR BIDS - Plans and specifications have been completed to improve the north side of Lyons Avenue, 300 feet of curb, gutter, sidewalk, base, pavement and storm drain from approximately 850 feet easterly of I-5 to approximately 1150 easterly. RECOMMENDED ACTION: Approve the plans and specifications for. the project and authorize the advertisingyfor bids. -2- City Council Agenda S November 27, 1990 COUNCIL ACTION 8. COMMUTER TRANSPORTATION SERVICES' AGREEMENT (CTS) - The CTS' program objective is to reduce the number of vehicles commuting on the Antelope Valley Freeway and Interstate 5 (between Kern County line and the I-5 and 14 Junction.) RECOMMENDED ACTION: Execute the agreement between the City and CTS and direct staff to implement the CTS Commute Management Program.. -------------------------------------------------------------- 9. LOS ANGELES COUNTY/SANTA CLARITA VALLEY GENERAL PLAN AMENDMENT - City staff has been monitoring and commenting upon the County of Los Angeles proposed General Plan Amendment for the Santa Clarita Valley throughout the process. The County is entertaining discussions with certain developers for additional Plan amendment areas. RECOMMENDED ACTION: Review and approve the letter to the County Board of Supervisors for signature by the Mayor and transmittal to the County. -------------------------------------------------------------- 10. NEWHALL AVENUE PARKING RESTRICTIONS - RESOLUTION NO. 90-202 - Hart High School has recently instituted changes. in student pick-up/drop-off procedures and have requested that the parking restrictions be changed to prohibit parking but allow student pick-up and drop-off. RECOMMENDED ACTION: Authorize changes in parking restrictions on Newhall Avenue -------------------------------------------------------------- 11. PURCHASE OF ADDITIONAL FLEET VEHICLES - The present vehicle pool does not adequately provide the City departments with needed vehicles to carry out City business. A City vehicle needs assessment study was completed and a recommendation made to purchase additional vehicles. RECOMMENDED ACTION: Authorize staff to purchase the additional vehicles and provide funding by transferring $93,000 from the contingency account 01-4101-290 to Finance/General Services account 01-4605-402. ---------------------------------------------------------- 7--- 12. RESOLUTION NO. 90-203 - Demand Warrant 122. RECOMMENDED ACTION: Adopt. NEW BUSINESS 13. RAINBOW GLEN DRIVE PARKING PROHIBITION - RESOLUTION NO. 90-198 - A traffic engineering study has been conducted on Rainbow Glen Drive, between Soledad Canyon Rd, and Flo Lane and it has been determined that traffic flow and safety can be improved with the addition of street striping. RECOMMENDED ACTION: Adopt Resolution No. 90-198. -------------------------------------------------------------- 14. AWARD OF NORTH OAKS POOL REHABILITATION CONTRACT - On November 26th bids will be opened by the City Clerk for the replumbing of North Oaks Pool in order to have construction completed on time for the February 1st use of North Oaks Pool by Canyon High School. .RECOMMENDED ACTION: Award the contract for the rehabilitation of North Oaks Pool. -3- City Council Agenda. November 27, 1990 9 10 COUNCIL ACTION 15. SELECTION OF DEVELOPMENT IMPACT STUDY CONSULTANT - City staff was given the approval by the City Council to receive proposals from consultants to perform the development impact fee study. The development impact fee would allow the City to establish and collect from developers to provide fees for City-wide infrastructure needs as development takes place. RECOMMENDED ACTION: Approve staff's selection of Recht Hausrath and Associates, and allow staff to negotiate and the Mayor to sign the contract and transfer funds from the contingency account 01-4101-290 in the amount of $60,000 to account 01-4600-227. -------------------------------------------------------------- 16. NORTHWEST CORNER OF SHANGRI-LA DRIVE.AND SOLEDAD CANYON RD. ALSO KNOWN AS SITE PLAN REVIEW 90-062 CONDEMNATION AGREEMENT FOR -STREET PURPOSES - In order to construct street improvements at the northwest corner of Shangri-La Drive and Soledad Canyon Rd. an additional 12 foot of right-of-way will be required. Under Section 40404 of the Government Code, the City may use .its powers of condemnation whenever a developer is conditioned to make certain improvements on property they do not own and are unable to secure the necessary easement. RECOMMENDED ACTION: Approve an agreement between Jovet, Inc.,• the developer of the commercial development to provide a street easement for their development through condemnation proceedings. PUBLIC STATEMENT (10:00 P.M.) This time has been set aside for the public to address the City council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this. meeting other than to review and return without action or direct staff.
