PUBLIC HEARING
1. PREZONE NO. 90-003 (ANNEXATION NO. 1990-03) ORDINANCE
N0. 90-201 - This is a Quasi -Judicial proceeding. This
proposal is for a "Prezone Ordinance" and related
environmental documents to be approved by the City
Council on Annexation No. 1990-03, located in the area
generally, known as Sand Canyon, north and east of the
City of Santa Clarita, south of the Santa Clara River,
and west of proposed Annexation No. 1988-02. The
ordinance constitutes an amendment to the Official
Zoning Map of the City of Santa Clarita from existing
Los Angeles County A-1-1, A-1-2, A-1-20,000, A-2-20,000;.
and R -R zoning to compatible City zoning for the purpose
of annexation of land to the City of Santa Clarita.
RECOMMENDED ACTION: Certify the Negative Declaration,
approve the Prezone No. 90-003 and introduce Ordinance
90-201, waive further. reading, and pass to second
reading.

2. APPEAL OF VARIANCE 90-003, LOCATED AT 27227 SAND CANYON
ROAD ADJACENT TO .VARMUTH ROAD - (Toyama) This is a
Quasi -Judicial proceeding. This item was heard by the
City Council on November 13, 1990 as an appeal of the
Planning Commission decision of denial. Council
continued the. item to December ll, 1990, to allow the
applicant's engineer and City staff time to provide
additional information regarding sewer accessibility and
the areas on the project subject to the Sand Canyon
creek flood -way. RECOMMENDED ACTION: Continue the item
to the January 8, 1990 City Council meeting to allow
staff to evaluatethe supplemental information.

by one motion unless a request is made for discussion, in
which case, the item(s) will be removed from the Consent
Calendar and will be considered separately following this
portion of the agenda.

3. EIR CONSULTANT FOR CIVIC CENTER PROJECT - RESOLUTION NO.
90-205 - On May 9, 1989, the City Council authorized
staff to begin the process_ to construct the Santa
Clarita Civic Center. It is now necessary to conduct
an Environmental Impact Report on the site of which`
Cotton, Beland and Assoc. were selected to prepare the
EIR. RECOMMENDED ACTION: Authorize the City Manager to
negotiate and execute contract to prepare the EIR at an
amount not toexceed$75,000.

4. NORTHEAST CORNER OF CHERRY STREET AND PEACHLAND AVENUE -
PARCEL MAP NO. 20051 - APPROVAL OF THE MAP AND.
ACCEPTANCE OF THE OFFERS OF DEDICATION - The conditions
of approval of Parcel Map 20051 have been met, the. fees .
have been paid and the map has been checked to the
satisfaction of the City Engineer. RECOMMENDED. ACTION:
Approve the map and acceptance of the dedications and
instruct the City Clerk to endorse the face of the
Parcel Map.

5. SOUTH SIDE OF PLACERITOS BOULEVARD - 351 FEET EAST OF
CHERRY CHORE LANE (VICINITY) - PARCEL MAP NO. 20086 -
APPROVAL OF THE MAP AND ACCEPTANCE OF THE OFFERS OF
DEDICATION - The conditions of approval of. Parcel .Map
20086 have been met, the fees have been paid and the map
has been checked to the satisfaction of the City
Engineer. RECOMMENDED ACTION: Approve the map and
acceptance of the ,dedications and instruct the City
Clerk to endorse the face of the Parcel Map. '

6. WHITES CANYON ROAD -AND BOUQUET CANYON ROAD PROJECT 90-4)
CURB, GUTTER, AND SIDEWALK,. IMPROVEMENTS - REQUEST .TO
ADVERTISE FOR BIDS - Project 90-4 provides for new
sidewalk installations on the east side of Bouquet
Canyon Road between Soledad Canyon Road and Newhall
Ranch Road; and on the east side of Whites Canyon Road
south of Nadal Street. RECOMMENDED ACTION: Approve the
plans and specifications for the project, and authorize
the advertising for bids.

7. WINTERDALE ET AL SLURRY (PROJECT 90-1) REQUEST TO
ADVERTISE FOR BIDS - Project 90-1 provides for a slurry
seal of Winterdale Drive and adjacent streets. These'
projects were identified and approved as part of the
Fiscal Year 90-91 Annual Budget. RECOMMENDED ACTION:
approve the plans and specifications for the project,
and authorize the advertising for bids.

8. TRAFFIC SIGNAL INSTALLATIONS AND IMPROVEMENTS (PROJECT.
90-2) REQUEST TO ADVERTISE FOR BIDS - During the traffic
and design analysis of any proposed signalization,
left -turn phasing is considered. Several projects were
identified separately in the FY 90-91 Annual Budget;
however, staff feels that it will be more cost effective
if they are bid as one project. RECOMMENDED ACTION:
Approve the plans and specifications for the project,
and authorize the advertising for bids.

BOUQUET. CANYON ROAD FROM CENTURION WAY TO URBANDALE
AVENUE (PROJECT 89-5) - REQUEST TO ADVERTISE FOR BIDS -
This project provides for an asphalt overlay of Bouquet
Canyon Road from Centurion way to Urbandale Avenue.
This project is eligible for FAU funds, and has been
identified as FAU Project NO. M -Q064(005) CRP -2089
(300). RECOMMENDED ACTION: Approve the, plans and
specifications for the project, and authorize the
advertising for bids.

10. SMALL BUSINESS CENTER, MEMORANDUM OF UNDERSTANDING - The
efforts of staff in developing a Small Business
Development Center program were presented in a progress
report heard by the City Council on October 30, 1990.
The progress report directed staff to return to Council
in December with a Memorandum of Understanding for the
principal parties involved in the proposed program, as a
next step. RECOMMENDED ACTION: Receive and approve the
MOU for a Santa Clarita Valley Small Business
Development Center, and direct staff to continue work on
this concept.

11. SELECTION OF DEVELOPMENT IMPACT STUDY CONSULTANT - Staff
was given the approval by the City Council to receive
proposals from consultants to perform the development
impact fee study. The development impact feel would
allow the City to establish and collect fees, from
developers to provide for city-wide infrastructure needs
as development takes place. RECOMMENDED ACTION:
Approve staff's selection of Recht Hausrath and.
Associates, allow staff to negotiate and the Mayor to
sign the contract and transfer funds from the
contingency account 01-4101-290 in an amount not to
exceed $60,000 to account 01-4600-227.

12. ISSUING THE NOTICE OF COMPLETION FOR CANYON COUNTRY PARK
-
The construction of Canyon Country Park per the plans
and specifications provided by Willdan Associates has
been completed to the satisfaction. of the Director of
Parks and Recreation. As of December 3, 1990, all
portions of the contractual agreement have been
inspected and satisfactorily complete. RECOMMENDED
ACTION: Accept the work performed by Valley. Crest
Landscape, Inc. and authorize release of funds held in
escrow 35 days after acceptance with the exception of.
sufficient funds to cover stop notices which have been
filed, and direct the City Clerk to file the notice of
completion.

13. RESOLUTION OF INTENTION TO GRANT FRANCHISE TO VALENCIA
WATER COMPANY - RESOLUTION NO. 90-207 - The existing
franchise Ordinance between the Valencia Water Company
and the City of Santa Clarita is up for renewal. Upon
incorporation, the City adopted by reference all
existing county franchise ordinances of corporations
offering utility services within City boundaries.
RECOMMENED ACTION: Review and set date for public
hearing for January 8, 1991 by adopting Resolution No.
90-207.

14. TRANSIT BUS LEASE FINANCING - At the April 17, 1990,
Council meeting, the Council instructed staff to proceed
with the financing for the twenty-two buses. to be used
for transit within the City of which staff has
researched the financing. options. There were two final
options which were analyzed and three consultants were
sent RFP's. RECOMMENDED ACTION: Approve M.L. Stern and
Company as the underwriter and Fieldman, Rolapp &
Associates as financial consultant for the lease option
and allow staff to retain them to perform the financing
for the acquisition of transit buses.

15. CONTRACT AWARD FOR THE CONSTRUCTION OF THE PEPSI
PLAYPARK AT NEWHALL PARR - The City of Santa Clarita
was notified in August that Newhall Park was selected to
receive approximately $17,000 worth of play equipment to
be incorporated into a new playpark through .the Pepsi
Cola Company. The agreement with Pepsi states that the.,
site must be ready for the -equipment installation by
January 30, 1991. RECOMMENDED ACTION: Review the
report and award the contract for the construction of
the Playpark to JDC General Engineering Contractors for
$71,569.55 and encumber an additional $5,000.00 for any
changeorders which may occur.

16. RESOLUTION NO. 90-208 - Demand Warrant 123. RECOMMENDED
ACTION: Adopt.
NEW'BUSINESS
17. ORDINANCE NO. 90-39 - AMENDING TITLE NO. 22 OF THE SANTA
CLARITA MUNICIPAL CODE RELATING TO THE FIRE CODE - This
item is on the agenda to amend Title No. 22 of the Santa
Clarita Municipal Code relating to the Fire Code. The
County of Los Angeles has recently adopted the Uniform
Fire Code, 1988 Edition. RECOMMENDED ACTION:
Introduce Ordinance No. 90-39, waive further reading and
pass to second reading and set a public hearing date.

18. LOS ANGELES COUNTY SANITATION DISTRICT - This item is on
the agenda for Council's consideration of a Council
appointee to the Los Angeles County Sanitation District
who will represent the City of Santa Clarita at the
District's meetings. RECOMMENDED ACTION: Consider
appointment.

19. INSURANCE RENEWAL FOR POLICY TERM - DECEMBER 15, 1990 -
DECEMBER 15, 1991 - At the first meeting of December 15,
1987, the City Council approved by resolution and
accepted insurance coverage provided by Antelope_ Valley
Insurance Agency (AVIA) Corporation. As the City
continues to grow and expand its level of service, the
insurance needs change. RECOMMENDED ACTION: Authorize
the City Manager to procure the most advantageous level
of coverage for the City of Santa Clarita for the,policy
term.

20. ROUTE 126 - MAGIC MOUNTAIN PARKWAY BRIDGE. OVER THE
SOUTH FORK OF THE SANTA. CLARA RIVER - Council has -
previously expressed a desire to review proposed bridge
structures for asthetic qualities. There are two
bridges being designed, one at Placerita Creek and one
at the South Fork of the Santa Clara River. RECOMMENDED
ACTION: Receive this information and provide input or
suggestions for consideration in the final design.

21. DRAFT ORDINANCE RELATING TO PEDDLING ON HIGHVAYS .AND
LOCATION RESTRICTIONS - ORDINANCE NO. 90-42 - - The
attached draft ordinance has been prepared to regulate
the location of catering trucks and other temporary
roadside businesses in the City. RECOMMENDED ACTION:
Introduce Ordinance No. 90-42 and pass to second reading.

COMMUNITY SERVICES GRANT AVARD PROCESS FOR FISCAL YEAR
1990/91 - For Fiscal year 1990/91, $70,000 is the
remaining budgeted amount in the Community Services
Division budget for Community Service Agency Funding.
These funds are projected to be utilized to fund
Community Service Agencies Human Service programs.
RECOMMENDED ACTION: Approve the Community Service Grant
Award process and appoint one Councilmember to serve on
the selection committee.
